this resolution do not pass because it
was their opinion that the Retirement
Plan had not been in operation long
enough to warrant correction. The re
port of the committee was adopted and
the resolution did not pass.
The following resolution was rec
ommended for adoption:
WHEREAS, there is some confusion
regarding the effective date of the
Public Employees Retirement A ct
and the Civil Service A ct due to
the inclusion of a reference to the
termination of the war,
NOW , THEREFORE, BE IT RE
SOLVED, that the State Legisla
ture be urged to modify both Acts
so as to make them effective July
^1, 1947, without qualifications.
The resolution was adopted unani
mously.
The following resolution regarding
change in the limitation of prior ser
vice was presented to the council with
the recommendation that it do pass:
WHEREAS, the objective? of the
Public Employees Retirement Act
is to improve the public service by
promoting efficiency and by re
moving superanuated employees
from public service, and
WHEREAS, resistance of employees
to retirement will operate to defeat
these objectives, and
WHEREAS, it appears that the limi
tations of prior service credit to
tw enty years and the limitation of
the state’s matching of employee
contributions to $200 per month
will operate to create resistance to
normal service retirement,
NOW , THEREFORE, BE IT RE
SOLVED, that the State Legisla
ture be urged to consider the re
moval of the limitations above
mentioned as soon as state finances
will permit, in order that the full
benefits of the retirement act be
obtained.
The resolution was adopted.
The following resolution was also
submitted with the same recommenda
tion:
WHEREAS, there is a large turnover
among new public employees, and
W HEREAS/ the cost of refunding
employee contributions becomes an
expense to each member of the
Public Employees Retirement Sys
tem,
NOW , THEREFORE, BE IT RE
SOLVED, that the State Legisla
ture be urged to amend the Public
Employees Retirement A ct so that
no public employee be eligible to
membership in the system until the
first day of the month subsequent
to his completion of six months
of uninterrupted public service.
