and Means Committee, asked that his
committee report be deferred until they
had finished getting the necessary de­
tails for the proposed budget. A mo­
tion was adopted that the report of
the Ways and Means Committee be
tabled for further reconsideration.
Adjourned for lunch until 1:30 P.M.
The meeting was called to order by
President Floyd Query, he called the
roll and a quorum was present.
Mr. J. D. Patterson, Chairman of
the Insurance Committee, submitted his
report as follows:
Following the meeting of the last
General Council, in February, the In­
surance Committee made investigations
regarding Group Insurance. The plans
covering this type of insurance were
the same as those presented last year.
For this type of plan to be economical,
it early developed that payments to
the insuring company would have to
be handled in lump payments and that
this could best be handled by payroll
deduction. It appeared that no Group
Life Insurance could be undertaken
until payroll deduction for group life
insurance is authorized by law.
This committee felt that to gain the
greatest bargaining advantage regard­
ing hospital and medical coverage that
the insured group should deal with
only one insuring agency. For a num­
ber of years the O.P.S. has maintained
health and medical contracts with
Oregon Employee Incorporated. They,
however, at present, do not wish to
merge with the O.S.E.A. nor does the
O.P.S. care to handle other group con­
tracts. It is probable that a cooperative
agreement can be made with Oregon
Employees Incorporated.
It was the belief of the committee
that these problems could ultimately
be better handled by a carefully con­
sidered policy rather than the adoption
of a plan which later would prove un­
satisfactory.
Motion adopted that the report of
the Insurance Committee be adopted.
Mr. I. A. DeFrance, Chairman of the
Retirement Committee, submitted the
following report:
A resolution was submitted by Wil­
lamette Chapter No. 21 recommending
clarification by legislative action of
that portion of Section 14, Chapter
401, Oregon Laws of 1945, to increase
or decrease his contributions for retire­
ment within the allowable percentage
limits.
The committee recommended no ac­
tion on this resolution in view of the
Attorney General’s opinion which had
recently been published.
Astoria Chapter No. 8 submitted a
resolution to amend the Retirement Act
to read "after thirty years of service or
at the age of sixty-five.”
The committee recommended that
