With the exception o f only a few
days I have worked for the (State)
Highway Department since I quit
teaching in 1936. My question is:
’D o I get credit for prior service
with this school board?* *’
The answer to this question is that
the highway department employee
should be given full credit for all his
continuous service to the State of Ore­
gon, including his service as a teacher,
if he taught as a "certificated school
teacher,” that is, if he then had a
teaching certificate.
Your general question first above
quoted is thus answered: Every mem­
ber o f the public employees retirement
system who has rendered service "to
the school districts” (and this means
service to the state) as a teacher with
a certificate, is entitled to full credit
fo r such teaching, as part of his "con ­
tinuous service” within the meaning of
the act, regardless o f his occupation at

Appeals for changes in classification
were received by the Civil Service D i­
rector and many of these discrepancies
were corrected. Those who were not
satisfied with the decision o f the D i­
rector had the privilege of appealing
to the Civil Service Commission.
Last but by no means least was the
Tentative draft of the Pay Plan. Ques­
tionnaires were sent out to the different
types o f public employment through­
out the state for the purpose of salary
analysis. Realizing that the State of
Oregon could not pay wages compar­
able with the Federal Service or on par­
ity with neighboring states, the middle
50% o f the P.A.S. survey o f Oregon
industrial rates was used as a guide.
Following distribution of the tentative
draft to the various state departments
a public hearing was held. Excluded
from this hearing was the pay plan for
the State Highway Commission. This
the time of becoming a member of the
system. Such credit is not limited to
those who are teaching at the time of
becoming members of the public em­
ployees retirement system.
