Board of Directors Meeting
The Board of Directors of the OSEA
met in Salem on Sunday, July 28. The
main purpose of the meeting was to
discuss the Tentative D raft of the
Civil Service Rules and Regulations.
Previous to this meeting of the Board
of Directors, copies of the draft had
been sent to the several chapters with
the request that the chapters submit
their reactions and suggestions for
amendments to the Board of Directors.
Also previous to the meeting the
OSEA Civil Service Committee met
with Mr. Colman and his staff to dis­
cuss the Rules and Regulations and
the effect certain suggested changes
might have upon the administration of
the Civil Service Law.
A subsequent meeting was called by
Mr. Bjarne Erickson, chairman of the
Civil Service Committee to put the re­
quests received from the chapters and
the committee into shape for presenta­
tion to the Board of Directors. W ith all
of the preliminary work out of the
way the Board of Directors was able to
consider in one day, those suggestions
of utmost importance to employees.
Representatives of the OSEA will be
present at the public hearing, which
has not as yet been scheduled.
The Board, in view of an adverse
opinion rendered by the Attorney Gen­
eral, instructed the Legal Counsel and
the Law and Legislation Committee to
prepare an amendment for presentation
to the coming legislature authorizing
the Secretary of State to withhold de­
ductions from state employees’ pay
checks for group life insurance con­
tracts.
The Board also instructed the Secre­
tary-Treasurer to pay the expenses of
Mr. I. A. DeFrance incurred at the
Western Regional Conference of the
Civil Service Assembly at Sacramento;
instructed the Executive Secretary to
follow through on certain chapter resoa
lutions regarding salary increases; ap®
proved a salary increase of $10.00 per
month for the Office Secretary and
Executive Secretary; instructed the Le­
gal Counsel to follow up on the re­
quest for bargaining rights; voted to
have the District Director elect of Dis­
trict No. 6, a new district, assume the
duties of that office immediately fol­
lowing his election.

present were: Floyd Query, I. A. De-
France, R. M. Smith, E. H. Clymer,
Bjarne Erickson, Claude Johns, Erwin
Clerk and Edward Chidsey.
From the headquarters staff were:
Forrest V. Stewart, Executive Secre­
tary and Leo Smith, Legal Counsel.

son, Barbara Ortman and Billy Wilson.
PUBLIC EMPLOYEE ORGANIZER
ASSIGNED TO WEST COAST
J. L. McCormack, international re­
presentative of the State, County and
Municipal Employees (A. F. of L.) has
been assigned to the West Coast to
open an office and head a permanent
organizational drive.
He expects to spend much of his
time in assisting in the drive for the
organization of the Public Employees
of Oregon.
He expressed pleasure with the pros­
pects in Oregon and said that he is|
sure that the legitimate organization'
(A. F. of L.) of workers will make
great progress here and that the re­
sults achieved will indicate the better
quality of the American Federation of
Labor over the usual "company union”
style organizations.
