The four proposed changes in the
C onstitution of the O.S.E.A., which
were recently sent to all Chapters for
their consideration, have been ratified
by a m ajority of the Chapters and
are now effective.
In brief, the changes provide for the
following:
1. A new Sixth D istrict comprising
Lincoln, Benton and Linn counties,
transferred from D istrict N o. 2.
2. The transfer of Clatsop and Tilla­
mook counties from D istrict No. 2
to D istrict No. 1.
3. The holding of the annual General •
Council meeting in N ovem ber in ­
stead of in February.
4. Lim iting membership in the General
Council to delegates, and lim iting
eligibility for election of State O f­
ficers to members of the Council.
The chapters are to be congratulated
on the promptness of their consideration
and action on the amendments. It is
expected th a t a reprinting of the As­
sociation C onstitution and By-Laws,
embodying the above changes, is to
be made in the near futurej w ith copies
being sent to all Chapters.
Employees required to w ork over­
tim e in the state of W isconsin will now
be paid straight time, under amended
civil service rules. In addition, prom o­
tions will be made either through state­
wide or departm ental com petitive ex­
aminations, and sick leave benefits will
be liberalized.
