Mr. DeFrance stated that he felt the
organization of city or county chap
ters might lead to a misunderstanding
with labor organizations.
Mr. Query stated that the committee
had difficulty preparing the proposal
and did not feel that they had a
finished plan.
Mr. French stated that there were
provisions that would lim it the activi
ties of the cities and counties and he
felt that we should give it more con
sideration.
The meeting adjourned until 9:00
a.m. Sunday morning.
February 24, 1946
The meeting was called to order by
President DeFrance. The roll was called
by Mr. White and a quorum was
present.
Mr. Chidsey continued his report of
the Constitution and By-Laws Commit
tee and the discussion that was incom
plete when the meeting adjourned Sat
urday evening was reopened.
Mr. Ford stated that letting the cities
and counties come into our group had
possibilities but he felt we should defer
action until we can get more informa
tion.
There was no further discussion and
upon a vote being taken the proposed
amendments were defeated by a unani
mous vote.
Mr. J. D. Patterson, chairman of the
Insurance Committee reported as fol
lows:
A resolution from The Dalles Chap
ter No. 9 regarding chiropractic treat
ments was presented for consideration
but did not pass.
The committee recommended further
investigation of group insurance and
hospital and medical coverage and the
General Council authorizing definite
favorable action by the Board of Direc
tors. The report of the committee was
adopted.
The report of the Retirement Com
mittee was given by L. R. White.
These resolutions dealing with full
credit for prior service, and retirement
after 30 years service regardless of age
were read, discussed and upon recom
mendation of the committee were not
adopted.
