to each member of the Legislature who
supported, worked for and voted for
the legislation sponsored by the Oregon
State Employees Association: The Pub­
lic Employees Retirement A ct and the
Civil Service Act.
The resolution was adopted.
Mr. Chidsey, chairman of the Con­
stitution and By-Laws committee sub­
mitted his report as follows:
Two resolutions were submitted re­
garding the formation of a new district.
The committee did not have enough
information to sponsor a concrete sug­
gestion so recommended that this prob­
lem be submitted to the Board of Direc­
tors for action. The committee’s report
was adopted.
A resolution was submitted by La-
Grande Chapter No. 4 to establish a
uniform constitution and by-laws and
uniform chapter dues for the several
chapters.
It was the recommendation of the
committee that this do not pass because
it was felt that it would infringe on
chapter rights. The report of the com­
mittee was adopted and the resolution
did not pass.
The following resolution regarding
change of meeting date was presented
to the council with the recommendation
that it do pass.
Whereas: It is desired to hold our an­
nual meeting prior to the State Legis­
lative sessions which are held every other
year in January,
THEREFORE BE IT RESOLVED
That the annual meeting of the General
Council of the Oregon State Employees
Association be held in November instead
of Fèbruary .and to achieve this purpose
the following amendment to the consti­
tution and by-laws are recommended
for adoption by the several chapters of
the Association.
Amend lines 4 and 5 of Section 1,
