A fter a short recess during which
district delegates nominated members
from the several districts for the nom­
inating committee; the following names
were presented. District No. 1, Allen
French; District No. 2, Max F. Rogers;
District No. 3, W. L. Lockyear; Dis­
trict No. 4, Forrest Cooper; District
No. 5, E. F. Chidsey. The nominees
whose names had been presented were
elected to the Nominating Committee.
Mr. DeFrance reported that dues
have been such that we are paying our
way and the budget which has been
proposed shows that with present mem­
bership we will be able to carry on
throughout the year and with an in­
crease in membership may accumulate
a small reserve fund. Membership has
grown steadily and since June, 1945,
we have added 600 new members.
Since the last Council Meeting we have
chartered six new Chapters. The maga­
zine is now on a paying basis due to the
efforts of the advertising manager and
the members who have assisted him. He
stated that he thought working hours
and overtime problems would work
themselves out, but that our efforts
should be directed to the raising of the
state-wide wage structure. The present
low level of salaries paid elective offi­
cials is a ceiling which limits proper
adjustment of employees salaries. He
suggested that the Public Service Ad­
ministration which is now employed by
the Civil Service Commission for clas­
sification and pay, plan recommenda­
tions for the classified service be asked
to extend their survey to cover the un­
classified service including the elective
and appointive officials. He reported
that affiliation of county and city em­
ployees was discussed in length at the
last Board of Directors meeting and that
a committee had been appointed to re­
port to the Council. He recommended
the Council consider individual affil­
iations to regular chapters but that
they not consider the formation of
county or city employee chapters.
Mr. White reported that he was glad
to serve as Secretary-Treasurer in Mr.
Carpenter’s absence.
Mr. Chidsey stated that he felt that
the Association has shown itself capa­
ble of doing a lot of good for the
employees.
Mr. Ford stated that the work done
in the past year by the Association was
commendable and felt that we should
concentrate on membership more than
anything else in the coming year.
Mr. Clymer stated that by looking
over the group you could tell that rep­
resentation and membership had grown
and he felt something should be done
about wages as soon as possible.
Stanley Morris reported that the
Men’s Membership Committee had been
active and had sponsored a successful
membership contest. He reported that
the Women’s Membership Committee
had also been active and had held even
more meetings than the Men’s commit­
tee. Miss Dotson, chairman of the
Women’s Membership Committee was
not present.
The Insurance and Hospitalization
Committee report was given by Mr.
Leary. The committee had studied med­
ical and hospital coverage for the
members and their families and group
life insurance for members. A question­
naire was sent out and 80 per cent of
the members definitely want medical
and hospital coverage for themselves
and more than 70 per cent wanted cov­
erage for their families. Sixty-seven per
cent of the members indicated an inter­
est in group life insurance.
The Insurance Companies that sub­
mitted plans to the Committee and a
resume of their plans follows:

the. Association consider joining them
on a plan for a community health cen-
