General Council Meeting Minutes
February 22, 23, 24, 1946
Marion Hotel
The meeting was called to order by
the President, Mr. I. A. DeFrance. The
invocation was given by Clay J. Pom­
eroy, Associate Minister of the First
Christian Church, Salem.
Max F. Rogers gave the report of
the Credentials Committee. S a le m
Chapter No. 1 is entitled to three dele­
gates; LaGrande Chapter No. 4, two
delegates and Portland Chapter No. 17,
two delegates, other chapters entitled to
one delegate each. Delegates that were
not at the Council Meeting were S.
Paul Jones from Bend No. 3, B. W.
Crowell from Marshfield No. 14 and
Dr. W. B. Bollen from Corvallis No.
29. David C. Bryant, Alternate Dele­
gate at large from District No. 1 was
present in place of the Delegate at
large, Harry C. Broadwell; and Erwin
Clark, Alternate Delegate at large from
District No. 3 was present in place of
Delegate at large, J. G. Toole who has
moved from District No. 3 to District
No. 4. The report of the Credentials
Committee was approved.
The roll was called by Mr. White and
visitors were introduced by Mr. De-
France.
The minutes as published in the De­
cember, 1944 issue of the magazine were
approved.
Mr. Johns read the report of the rules
committee. The report was adopted as
read.
The names of the Council Commit­
tees appointed to expedite the handling
of the business of the council were read
and approved.
Mr. Query gave the report of the
Resolutions Committee. The committee
divided the resolutions into groups.
There were 16 resolutions covering
working hours, vacations, sick leave,
etc.; 3 resolutions covering insurance
and hospital; 11 resolutions covering
salaries, wages and classification; 3 re­
solutions covering constitution and by­
laws; 9 resolutions covering ways and
means; 3 resolutions covering retire­
ment and disability. A brief summary
of the resolutions was given by Mr.
Query after which they were handed
to the Chairmen of the several com­
mittees as follows: Ways and Means,
R. M. Smith; Constitution and By-
Laws, E. F..Chidsey; Insurance, J. D.
Patterson; Retirement, L. R. White;
Salaries and Wages, Floyd Query;
Working Conditions, B. Erickson.
Mr. Stewart introduced Governor
Snell to the group. Governor Snell
stated that he wanted to publicly com­
mend the loyal state employees who
had continued in state service during
the war instead of going to war plants
where they could have made higher
wages. HJe stated that Oregon had high
type employees and that they are ren­
dering a fine service to the state.
Governor Snell mentioned Oregon’s
low salaries and stated that he knew
they did not compare with Washing­
ton’s and California’s and it was his
thought that our organization could
do much toward raising them.
He also stated that he was happy to
have been able to endorse, support and
sign the two public employee bills that
were passed by the last legislature and
would help us in every way that he
could to improve the public employees
status in Oregon.
The financial report was given by
Mr. White. Cash on hand as of March
23, 1945, $966.25; during the period
March 23 to December 31, 1945 chap­
ter dues and initiation fees received
$6,283.11; income from magazine
$1,174.02 making a total of $8,423.38.
Disbursements from March 23 to De­
cember 31, 1945; salaries, $3,573.87;
legal, $911.95; magazine, $1,527.89;
