Civil Service Commission
The State Civil Service Act provides
for a commission of three members
which shall be appointed by the gov­
ernor. Governor Shell announced the
appointments as - follows :
J. N. Chambers of Salem, now re­
tired, but for many years manager, ôf
J. Ç. Penney’s in Salem, former mem­
ber of Oregon Liquor Commission.
Term expires June 30, 1950.
A. C, Cammack of Portland,, now
retired, but for many- years connected
with the Equitable Savihgs and Loan
Association. Term expires June 30,
1949.
Mrs. Effie Turneaure of Hood River,
legal secretary and interested in the
Oregon League of Women Voters and
Business and Professional Women’s
clubs. Term expires June 30, 1948.
Public Employees
Retirement Board
I The Public Employees I Retirement
Act designates that the governing au­
thority of the system shall be a board of
five persons appointed by the governor
and known as the Public Employees Re­
tirement Board. Governor Earl Snell
has announced those appointments aS
follows:,
I. A. DeFrance, employee member,
term expires June 30, 1950. Mr. De-
France is an employee of the State High­
way Department and President 'o f the
Oregon State Employees Association.
Ralph A. Coan, citizen member, term
expires June 30, 1949. Mr. Goan is a
lawyer and a member of the firm of
Coan and Rosenberg of Portland.
James M. Burgess, employee member,
term expires June 30, 1948. Mr. Bur­
gess is superintendent o f schools at The
Dalles.
Frank L. Emery, employee member,
term expires June 30, 1947. Mr, Emery
was for a number of years in the insur­
ance business but is now serving the
State of Oregon in the Department of
Insurance, Portland branch. He is also
a member of OSEA.
Mr. W. ,CX. Schuppel, citizen member,
term expires June 30, 1946. Mr. Schap-
pel is Executive Vice-President and Di­
rector of the Oregon Mutual Life In­
surance Company of Portland.

All state employees will be affected
by these schedules, fuies, policies and
procedures. It is almost superfluous to
say that these details are of vital im­
portance to these people. The Oregon
State Employees Association will lend
all the assistance it can to the end that
these fundamental matters are set up
in as fair a manner as is humanly pos­
sible, Our function is not merely to
promote legislature but we have a def­
inite responsibility to render all the as­
sistance we can to assure its successful
operation. After all, we worked and
asked for the enactment of these laws,
and our responsibility has not ceased
with their passage.
To make our Association fully effec­
tive in the securing ' of our objectives
and the attainment of our ideals requires
the support of all state employees. .No
one wishes to ride along deriving bene­
fits from the efforts of some one else.
