Analysis of State Civil Service Act

Heretofore Oregon 'had' four merit
systems for the. four state agencies re­
ceiving Federal aid' under thef Social
Sècurity prograrti. These agencies'are:
State Board of Health, State Public
Welfare Commission, Unemployment
Compensation • Commission a n d the
Crippled Childrens’ Division^ of the
Medical School -of the University of
.Oregon. The State Civil Service Act
provides that if and when it meets the
standards required by the Social Secur­
ity Board, it shall supersede and take
over the merit systems provided for
these four state agencies.
The personnel- which has qualified
under the four, original merit systems
.will "-'retain their- present I status. The
new act will continue to recruit, ex­
amine and certify employees for these
four state agencies. However, for other-
state agencies, employees 9 v^ill be hired
in the same manner as in the past, until
at least one year following the termi­
nation of I the' war, -and at that time
examinations will be held to determine
eligibles for appointment to vacancies
which have -been filled - by conditional
appointments since September 15, 1940,
the date that the National Guard was
mobilized.
.- Thé. Act will be known as the State
Civil Service A ct. Its purpose is* to pro­
vide personnel selected on a. merit basis
and to govern appointments, promo­
tions, removals and all other personnel
matters pertaining to state.emplôyees. I
