. 'Ttt^ny opinion House Bills Nos. 294 and 344 are an important part of the
major accomplishment of the 1945 legislaturè» These measures provide for the
adoption of a merit system for the selection of public employees as well as retire
ment pay for such employees after long years of service to the state or political
subdivisions which desire to Set up such a system.
"The retirement; measure also ihcludes school teachers, which is a very pro
gressive and forward looking step and one which should rèact to the desired benefits
. of Oregon school .systems.”
