. 'Ttt^ny opinion House Bills Nos. 294 and 344 are an important part of the
major accomplishment of the 1945 legislaturè» These measures provide for the
adoption of a merit system for the selection of public employees as well as retire­
ment pay for such employees after long years of service to the state or political
subdivisions which desire to Set up such a system.
"The retirement; measure also ihcludes school teachers, which is a very pro­
gressive and forward looking step and one which should rèact to the desired benefits
. of Oregon school .systems.”
