Introducing Our Legal Counsel
The Oregon State Employees Asso
ciation is proud to announce that F.
Leo Smith, Attorney, Pacific Building}
Portland, Oregon, has been retained for
a period of two years to act as legal
counsel for the Association.
Mr. Smith was born and raised, in
Oregon. He graduated from George
town University, Washington, D. C.,
in 1928. While attending Georgetown
University during 1926 he clerked in
the United States Senate under Patron
age of the late Senator Charles L. Mc
Nary. Immediately after graduating he
passed the Oregon State Bar Examina
tion and has since been active in the
practice of law in Portland, Oregon.
A t present he is a member of the M ult
nomah County, Oregon State and Am
erican Bar Associations and is actively
engaged in bar activities, W ar Work
Committee and chairman of the Ethics
Committee of the Oregon State Bar.
Mr. Smith was elected State Repre
sentative from Multnomah County in
1938 to serve in the Oregon State Legis
lature. He was re-elected to this office
in 1940 and 1942, but did not seek
re-election in 1944. A t the last session
of the legislature he was chairman of
Counties and Cities Committee and a
member of the Judicial Committee. As
a member of the Judicial Committee
Mr. Smith took an active interest in
supporting the Merit System Bill, and
when the bill was presented on the
floor of the House, gave the principal
argument in favor of its passage. When
the bill failed to pass, Mr. Smith spon
sored a bill providing for an Interim
Committee to study the merit system
and its need in Oregon, and was ap
pointed chairman of that committee.
Mr. Smith’s activities in the legislature
and on this Interim Committee testify
to his earnest conviction that a merit
system and pension plan will result in
definite benefit to the State. Mr. Smith’s
work with the Oregon State Employees
Association will be in behalf of these
same objectives and in these endeavors
all of his many friends unite in wishing
him success.
