Resolution No. 2
Whereas: Employees paychecks are
subject to numerous deductions such as
Industrial Accident Insurance, Federal
Withholding tax, Bond deductions,
Hospital dues, etc., and
Whereas: Employees are unable to
reconcile their pay checks with their
pay time w ithout-a record of deduc­
tions and
Whereas: Some State departments
submit to the employee with each pay
check a statement showing all deduc­
tions, now
Therefore Be it Resolved that the
officials of the other state departments
be petitioned to submit to the employ­
ee with each paycheck a statement
showing all deductions.
The Ways and Means Committee
recommended that chapter secretaries
accept dues from members of other
chapters stationed away from home and
forward them so that the travelling
members receive proper credit.
Mr. E. H. Clymer, Chairman of the
Constitution and By-Laws Committee
presented two resolutions wheih were
considered and adopted.
Resolution No. 3
WAeraw: Employees often device
improved methods, improved proce­
dures and short cuts which result in
savings of time and money, and
WAercas: There is no credit or ac­
knowledgement given the employees
responsible for such new ideas or sav­
ing, now
Therefore Be it Resolved that the Ed­
itor of the Association magazine ap­
point an assistant editor to publish a
''New Idea and Improved Methods”
column, to publicize the initiative em­
ployee interest and improvements ac­
complished and crediting the individ­
uals responsible.
Resolution No. 4
Whereas: The annual Council meet­
ings are scheduled for February, and
Whereas: November is considered by
some to be a better month for these
meetings, now
Therefore Be it Resolved: That a
committee be appointed to prepare an
amendment to the constitution chang­
ing the annual Council meeting from
February to November and revising the
dates for the annual elections accord­
ingly to be submitted to the Board of
Directors for approval and by them to
the chapters for considerat on.
The Constitution and By-Laws Com­
mittee recommended that the Board of
Directors appoint a committee to study
the matter of extending membership
to city and county employees.
The meeting adjourned and after an
hour of relaxation enjoyed an excellent
banquet in the Marine Room of the
Marion Hotel. Several guests were
present and all enjoyed an inspiring ad­
dress by Dr. C. B. McCullough, Assist­
ant State Highway Engineer.
At 9:00 p.m. the meeting was called
to order and Mr. DeFrance, Chairman
of the Laws and Legislative Committee
read four resolutions which were con­
sidered and adopted.
Resolution No. 5
Whereas: The Merit principle in pub­
lic employment has been found to re­
sult in great benefit to both the public
and the public employee, and
Whereas: Only a portion of the State
Employees of Oregon are now covered
by a merit system of Civil Service
The ref ore Be it Resolved that the
Oregon State Employees Association
endorse the principle of Merit in Pub­
lic employment and commend the
enactment of legislation to secure the
