ber of Commerce.
The minutes of the February 12-13
council meeting published in the Ore­
gon Sfo/e Employee were approved.
The report of the Rules Committee
was read by C. M. Rynerson and adopt­
ed as read. The Council committee ap­
pointments were announced by the
president. The resolutions committee
report was read by Floyd Query and
resolutions referred to the council com­
mittees.
The Secretary-Treasurer read the fi­
nancial report as of December 1. Total
receipts $8,335.61; total disbursements
$4,959.03; cash balance $3,376.58.
Cost of the magazine to date $1,270;
advertising receipts $550; magazine de­
ficit $720.
Mr. Homer V. Carpenter, chairman
of the audit committee, reported that
the books checked. The report was
adopted.
Requests from county and city em­
ployees for membership or affiliation
were referred to the Constitution and
by-laws committee.
The President, Mr. A. J. Ford, re­
ported on the activities of the year.
Growth in membership continued, an
executive secretary, a legal counsel and
an office secretary had been engaged
and a down town office established in

the council and thanked all members
and officers for their cooperation
throughout the year.
The Secretary reported further on
membership and commended the Exec­
utive Secretary, Mr. Forrest Stewart for
work and success. Mr. DeFrance re­
ported on his cooperation with the
League of Oregon Cities Public Retire­
ment Committee. Three meetings had
been held, all of which Mr. Stewart
and he had attended as representatives
of the Oregon State Employees Asso­
ciation. Copies of an outline of the
League of Oregon Cities proposed state
wide retirement plan were handed to
all present.
Brief reports were made by Mr. Cly­
mer, Mr. Edwards, Mr. Daken, Mr.
Boldt, Mr. Laws, Mr. Cooper, Mr. Chid-
sey, Mi*. Query and Mr. Stewart.
The nominating committee was
elected as follows: Mr. Dakin, Mr.
Query, Mr. Laws, Mr. Edwards, Mr.
Chidsey. Mr. Chidsey was appointed
chairman of the Committee.
Mr. Lyons presented a resoluiton
from Eugene Chapter relative to an
adjustment in wage rates for state em­
ployees. The resolution was referred to
the general welfare committee.
It was suggested that earlier elections
of district delegates would be benefi­
cial and that the date for annual coun­
cil meetings be changed to December.
Both suggestions were referred to the
Constitution and By-Laws committee.
The meeting adjourned for lunch af­
ter which committee meetings were
held.
