Special Meeting of the Board of Directors
The Board of Directors held a special
meeting at the Deschutes County Court
House in Bend, Oregon, on the 20 th
day of August, 1944. The meeting was
called to order by the President, Mr.
A. J. Ford, at 10:45 A.M., w ith the
following members present: Mr. A. J.
Ford, Mr. I. A. DeFrance, Mr. Tom
Edwards, Mr. E. H . Clymer, Mr. Ivan
Dakin, Mr. W. P. Laws, Mr. E. F.
Chidsey, Mr. Forrest Cooper, acting for
D istrict 4, and Mr. Forrest V. Stewart,
Executive Secretary. Members absent
were: Mr. W. W. Stiffler, Mr. Leroy
Boldt, and Mr. C. B. Clifton. Among
the visitors present were: Miss Peden,
Miss Elder, Mrs. Dakin, A. A. Fossen,
Floyd Query, E. E. Johnston, Mervin
Clinton, and Herman Kehrli.
Mr. Ford introduced Mr. Herman
Kehrli, Executive Secretary of the
League of Oregon Cities and Director
of the Bureau of Municipal Research of
the School of Political Science of the
University of Oregon, who addressed
the meeting on a proposed pension plan
for state and local government em­
ployees of Oregon, following which
there was an open discussion of the
subject. A fter the discussion a motion
was made by Mr. Edwards, seconded
by Mr. DeFrance, and carried by unani­
mous vote of the Board, as follows:

record as indorsing the move initiated
by the League of Oregon Cities-toward
enactment of retirement legislation for
public employees in Oregon, and that
President Ford be instructed to appoint
a committee to work w ith the League
of Oregon Cities and other groups in
the preparation of a suitable retirement
bill to be presented to the next legis­
lature.
Mr. Ford expressed the appreciation
of the entire group to Mr. Kehrli for
his explanation of the fundamentals in­
volved in pension legislation. A fter a
brief recess the meeting reconvened.
On account of Mr. C. B. Clifton,
Director for D istrict 4, being inactive,
by a motion made by Mr. Edwards and
seconded by Mr. Chidsey, Forrest Coo­
per was named to act as Director for
District 4.
The Secretary announced that the
Board of Directors, by mail ballot, had
granted a charter to Portland Chapter
No. 17, composed of state employees
employed in the various departments
working in the Oregon Building in
Portland.
An application was read requesting
a charter for Marion Chapter No. 18.
This application, made over the signa­
ture of 34 state employees employed
in the various departments located in
the State Office Building, was ap­
proved and a charter granted.
A letter from the Bend Chapter was
read relative to broadening National
Social Security legislation to include
public employees. A fter some discus-
