EXECUTIVE SECRETARY
Forrest V. Stewart
Forrest V. Stewart was born in Lead-
ore, Idaho in 1903. His parents were
descendants of the earliest pioneers of
the Territory of Idaho.
He attended grade school and high
school in Leadore and after graduating
went to Albion, Idaho, where he at­
tended Albion Normal School. Later
he attended the Normal School at Bel­
lingham, Washington, and then the
University of Idaho, where he studied
Civil Government and History.
In 1925 he started teaching school
at Emmett, Idaho, and after four years
was promoted to School Principal,
which position he held until 1938. In
1938 he accepted a position as Field
Representative w ith the Red Cross and
was later promoted to the position of
Red Cross Disaster Representative for
Oregon, Washington and Idaho. His
work with the Red Cross included con­
tacting the various state, county and
city officials, Army and N avy per­
sonnel, public and private agencies and
lay people, developing and promoting
Red Cross programs and interpreting
Red Cross policy and procedure.
He is a member of the Order of
Elks. Since boyhood he has been an ar-
dent hunter and fisherman. The excel­
lent hunting and fishing in Oregon are
very attractive to him.
He resides at 605 South Summer
Street, Salem, Oregon.
Mr. Stewart’s education and exper­
ience and his pleasing personality qual­
ify him as the ideal Executive Secre­
tary for the Oregon State Employees’
Association.
Mr. Stewart will have his office in
Room 141, New Bligh Building, Salem,
Oregon.
THE PRESIDENT'S MESSAGE

I have found in talking to prospec­
tive members that they are very recep­
tive to our aims and objects but have
never had them explained before. I
think that this is true of the employees
in most departments, and when our
aims and objects are explained and
made clear we will receive their sup­
port.
One question most frequently asked
is: “Are you affiliated w ith any U n­
ion?” It is always explained that our
Association is non-union and non-poli­
tical. We intend to at all times co­
operate w ith the department heads to
the end that there will be no discord.
Mr. Forrest V. Stewart, our Execu­
tive Secretary recently employed by the
Board of Directors, will help new
groups organize and form new chap­
ters. New groups of tw enty or more
should be encouraged to form new
chapters rather than affiliate w ith an
existing chapter. The chapters are the
