Association may wish to sponsor.”
Resolution No. 8, "BE IT RE
SOLVED, that th at portion of Article
7, Section 4, of the Constitution and
By-Laws pertaining to the election of
three Special Directors be suspended
until the next regular meeting of Grand
Council, and that a Special Director of
Laws and Legislation be elected to per
form the duties which ordinarily would
be performed by the Special Director
of Laws and Legislation and the Special
Director of Civil Service; and that no
Special Director of Civil Service be
elected before the next regular meet
ing.”

ing delegates be held between Septem

The Committee on Laws and Legis
Resolution No. 12, "BE IT RE
SOLVED,, that the Association con-
tine its active support of legislation,
establishing a state-wide merit system
of civil service for State employees and
that further action be taken to edu
cate our membership, the public and
the legislators concerning the benefits
of a merit system of civil service, and
that it continue a program of coopera
tion with the Interim Committee, the
legislators and other groups or associa
tions supporting this program.”
Resolution No. 13, "BE IT RE
SOLVED, that the General Council of
the Oregon State Employees Associa
tion in annual session do extend a vote
of thanks to the members of the In
terim Committee of the Legislature,
appointed to investigate a state-wide
merit system of civil service for state
employees, for their earnest interest and
activity in behalf of civil service.”
Mr. Cooper, Chairman of the Com
mittee on General Welfare, briefly sum
marized 9 resolutions relative to wages
and working conditions, etc., and the
recommendations of the committee.
Their substitute resolution relative to
wage schedules had not been prepared.
No action was taken pending receipt
of the Committee’s complete report.
