which is done on the officials’ own time.
The Nominating Committee w a s
elected as follows: Ivan Dakin; LeRoy
Boldt; W. P. Laws; Forrest Cooper, and
V. H . Coffey.
The Councid adjourned to reconvene
at 2:30 p. m.
The Assembly reconvened at 3:13.
Mr. Chidsey, Chairman of the Ways
and Means Committee, presented 5 reso­
lutions which were considered and
adopted as follows:
Resolution No. 1, "BE IT RE­
SOLVED, that the elected Secretary be
empowered to hire the part-time serv­
ices of a paid stenographer to do the
necessary secretarial work.”
Resolution No. 2, "BE IT RE­
SOLVED, that the General Council go
on record as favoring the employment
of a part-time counsel and that it
hereby directs the Board of Directors
to ¡investigate candidates and employ
the most suitable applicant who shall
not be at present a regular full-time
employee of the State of Oregon and
whose duties it shall be to promote the
interests of the Association and to ap­
pear in its behalf before the Legisla­
ture, before the Board of Control and
its members, and before other State
Boards and Commissions, and to give
legal advice and counsel to the Asso­
ciation and the Board of Directors.”
Resolution No. 3, "BE IT RE­
SOLVED, that the Board of Directors
be instructed to be on the lookout for
a suitable man for the position of Ex­
ecutive-Secretary and to employ him
as they see fit.”
Resolution No. 4, "BE IT RE­
SOLVED, that the General Council
elect a Special Director of Public Re­
lations, and that it be one of his duties
to prepare and publish an Association
Bulletin at either bi-monthly or quar­
terly intervals as the Board of Direc­
tors sees fit.”
Resolution No. 3, "BE IT RE­
SOLVED, that the General Council
adopt the policy of a continued mem­
bership drive to the end that employees
of other State Departments be per­
suaded to join in our activities and that
the Membership Committee be instruct­
ed to adopt measures to accelerate the
increase in membership.”
Mr. Leo Smith, Representative from
Multnomah County and Chairman of
the Interim Committee, was introduced
and addressed the Council on Civil
Service, merit system, etc.
Mr. C. B. McCullough, Assistant
Highway Engineer, was introduced and
made a few remarks. .
The Committee or^ Constitution and
By-Laws presented Rresolutions No. 6,
7, 8, 9 and 10 which were considered
and adopted.
