The Second Regular General Council
Meeting of the Oregon State Employees
Association was held at the Chamber
of Commerce rooms in Salem, on Feb­
ruary 12, 1944. Preliminary to the
opening of the Council, the delegates
and visitors gathered at the registra­
tion and credentials desk—Floyd Query,
President of the Salem Chapter, in
charge. A pre-Council Meeting of the
Board of Directors was held. The Rules
Committee and the Audit Committee
performed their duties, so that it was
11 a. m. before President W. W. Stiff-
ler called the Council to order. Mr.
