The Interim Committee report that
they recognize a public sentiment that
a merit system bill should not blanket
in all present state employees, especial
ly those newer employees who may not
be up to the standard of previous years.
They also feel that the law should not
become effective until after the war is
over. If the bill is passed in 1945, and
a year and a half consumed in organ
izing and setting up the system, it
could go into effect January 1, 1947,
providing the war is over and the
soldiers returned by then. Men then
working for the state would come un
der the merit system but within a pe
riod of six months or a year they would
have to take competitive examinations
to demonstrate that they are qualified
to hold their position.
Former employees now in the Ser
vice are guaranteed their jobs back a ft
er the war by laws now in effect. The
merit system bill of 1943 provided, and
the bill to be considered in 1945 should
provide, a preferential rating for re
turned Service Men who elect to ap
ply for state employment.
Special Committee
Report
The Special Committee, appointed
by the Board of Directors to employ an
Association counsel and to investigate
wages and hours, makes the following
progress reports as of March 28th:

represent our organization, required
considerable preliminary work in the
natu re of a survey em bracing th e avail
able field of Attorneys-at-Law.
