Per Capita vs Success
♦
The Confederated Tribes of
I Submitted by Frank D. Simmons
I Siletz Indians have shown true
♦ leadership
across
Indian
| Country in their endeavors for
♦ success, most of the time taking
I the lead and becoming the
♦ Flagship in Indian Countiy.
X Gaming is a springboard for
♦ future developments to be-come
I self-sufficient. Because o f’ the
♦ U.S. Government's budget cuts,
f allocations to Tribes across the
♦ United States will continue to
T dwindle. In order for our Tribe
| to survive and prosper in the.
| future, we must invest in
| ourselves and in our future
| through economic developmeht
| and the education of our young
T people.
In this year's campaign for
| Tribal Council election the
platform for a per capita
payment will be used. Gaming
| reve-nues are earmarked in the
▼ Indian Gaming Regulatory Act
+ for health, housing, education
♦ and economic development. In
f order for our tribe to be
♦ successful in gaming, large
I amounts of money became invol-
♦ ved and this money has to be
I paid back before other options
♦ are explored. Per capita can be
| deva-statingto an Indian tribe.
♦ Once a tribe is locked into per
5 capita payments, there is almost H
♦ no way out. If you don't want to
| take my word for it, ask any
a one of us that will turn money
down. But, lets face facts There
is going to be bills that must to
be paid. Do we want to break
our tribe before We get started? If
we have faith and continue to
work to-gether, our endeavors
will be fruitful. It isn't us against
them and rumors will not get us
anywhere. Perhaps down the
road our Tribal Council will see
fit for us to have some sort of a
revenue sharing payment.
