    WHEREAS, Bensell Breon was designated as
the Siletz delegate for the Affiliated
Tribes of Northwest Indians, and
WHEREAS, Jessie Davis, Rosemary Landis
and Delores Pigsley were designated as
alternates for FY 95, and
WHEREAS, as a member of ATNI annual dues
are required for the purpose of voting,

THEREFORE BE IT RESOLVED that the Siletz
Tribal Council hereby authorize Bensell
Breon as the delegate and Jessie Davis,
Rosemary Landis, Delores Pigsley as
alternates for FY 1995 for the A ffil­
iated Tribes of Northwest Indians, and
BE IT FURTHER RESOLVED that the Siletz
Tribal Council hereby approves of p a y ­
ing the annual does for FY 1995 to
Affiliated Tribes of Northwest Indians.

Subject: Long Prairie #1 Timber
Sale Stumpage Payment Deferral
WHEREAS, the Tribal Council has received
a request from STEDCO to defer all
stumpage payments for Long Prairie
#1 timber sale, excluding Long Prairie
Right-of-W ay logs, until August 31,
1995; and
WHEREAS, the Tribal Council has reviewed
this request; now
THEREFORE BE IT RESOLVED the Tribal
Council hereby approves to defer all
stumpage payments for Long Prairie
#1 tim ber sale, excluding Long Prairie
Right-of-W ay logs, until August 31,
1995.

Subject: Fee-To Trust Conversion
"Lakeside Village" property
WHEREAS, the Confederated Tribes of Siletz
Indians has purchased property in
Lincoln City known as "Lakeside V ill­
age”, described in the attached Exhibit
A: and
WHEREAS, for future economic development
projects, it is being requested this p r o ­
perty be taken into trust; now
THEREFORE BE IT RESOLVED, that the Siletz
Tribal Council requests the Bureau of
Indian Affairs and the United States
Department of the Interior to place the
above described property into trust
status for the benefit of the Confed­
erated Tribes of Siletz Indians of
Oregon, now
BE IT FURTHER RESOLVED, that the Tribal
Chairman is authorized to sign any docu­
ments necessary fo r the fee-to-trust
conversion.

Subject: Council Advisor for
Administrative__Building
WHEREAS the Confederated Tribes of Siletz
Indians of Oregon are constructing a
new administrative building in the City
of Siletz, and
WHEREAS, the Siletz Tribal Council would
like the life style of the Confederated
Tribes of Siletz Indians of Oregon r e ­
flected in the adm inistrative building,
and
WHEREAS, the organization of O'Neal and
Watson have been working closely with
staff for technical assistance, now
THEREFORE BE IT RESOLVED that the Siletz
Tribal Council hereby appoints JoAnn
Miller to oversee the art project in the
adm inistrative building in conjunction
with the technical assistance needed by
O'Neal and Watson.
Resolution #95-245
Subject: FY '95-96 USDA CONTRACT
WHEREAS, the Siletz Tribal Council desires
to provide food and nutrition services
to it's tribal members; now
THEREFORE BE IT RESOLVED that the CEO is
authorized to prepare and submit to the
US Department of Agriculture, an app­
lication to recontract for the food and
nutrition program to commence on O ct­
ober 1, 1995 and to operate for a
twelve month term.
BE IT FURTHER RESOLVED that neither the
contract nor any amendments thereto
which have been submitted by the con­
tractor
need be reviewed by the
contractor prior to execution.
BE IT FURTHER RESOLVED that necessary
modifications be processed and signed
by the Tribal Council Chairman, Vice-
Chairman or CEO.

Subject: ATM Lease with
A m erica
Bank Qf
WHEREAS, the Siletz Tribal Council has neg­
otiated with Bank of America Oregon to
provide ATM service to our gaming
facility in Lincoln City, OR; and
WHEREAS, the negotiated lease with Bank of
Am erica Oregon includes provisions
fo r:
- providing ATM services in the gaming
facility for three years, and
- the Confederated T ribes recieving
revenue of $1.20 from the $2.00
surcharge assessed on each cash
withdrawal; now
THEREFORE BE IT RESOLVED that the Siletz
Tribal Council hereby approves
the
attached
Automated Teller Machine
Facility Lease (lease) between the Con­
federated Tribes and Bank of America
Oreg'on; and
BE IT FURTHER RESOLVED that the Siletz
Tribal Council hereby authorizes the
Chairman, Delores Pigsley, to execute
the attached lease and to amend it's
provisions from time to time as deemed
appropriate by the Chairman.

Donaton

WHEREAS, the Lincoln Foundation is a non
pro fit organization w orking tow ards
establishing a transit district in Lincoln
County, and
WHEREAS, the Lincoln Foundation is request­
ing funding for the planning and develop­
ing of this organization, now
THEREFORE BE IT RESOLVED the Siletz T r i ­
bal Council hereby approves of donating
$1,000 to the Lincoln Foundation for the
planning and developing of a transit
district in Lincoln County.

Subject: PA System
WHEREAS, the Siletz Tribal Council is in
need of a PA system for the tribal cen­
ter as well as a portable PA system,
and
WHEREAS, the Siletz Tribal Council has
previously approved resolution number
95-153 to purchase a PA system and
portable system with a ceiling of
$5,000 for this project, and
WHEREAS, the administrative staff has in d i­
cated that the funds are available to
purchase a m ore expensive system;
now
THEREFORE B E IT RESOLVED that the Siletz
Tribal
Council
hereby approves of
amending resolution number 95-153 for
the purpose of purchasing a PA system
with the availability of funds.

Subject: Pow Wow using Housing
Softball Field for Pow Wow Parking
WHEREAS, the Confederated Tribes of Siletz
Indians of Oregon are holding our annual
Pow Wow August 11,12, and 13, 1995,
and
WHEREAS, the Siletz Tribal Council
sup­
ports the efforts of the Pow Wow Com­
mittee, and
W HEREAS,the Siletz Pow Wow requires
additional parking, and
WHEREAS, the Siletz Tribal Housing has
space available up on the hill surround­
ing the softball field, now
THEREFORE BE IT RESOLVED the Siletz T r i -
bal Council hereby supports the efforts
of the Pow Wow Committee, and
BE IT FURTHER RESOLVED the Siletz Tribal
Council hereby approves for the Pow
Wow Committee to use the softball field
for parking.

Subject: Chinook Winds game
restrictions by employees
WHEREAS, the Confederated Tribes of
Siletz Indians Oregon have established a
gaming facility in Lincoln City, OR, and
WHEREAS, the Siletz Tribal Gaming Com­
mission and the Comstock Corporation,
consultant for the gaming facility make
a jo int proposal regarding employees
gaming at the Chinook Winds Temporary
Gaming Facility, and
WHEREAS, the attached proposal is recom­
mended by both management, and the
Gaming Commission, now
THEREFORE BE IT RESOLVED the Siletz T r I -
bal Council hereby approves the attach­
ed proposal listing each job at the f a c ­
ility with the recommendation on the
restrictions of gaming at the facility by
employees of the Chinook Winds Tempor­
ary Gaming Facility.

Subject: Consulting Fee for
Comstock
WHEREAS, the Confederated Tribes of Siletz
Indians of Oregon operate a temporary
gaming facility in Lincoln City, OR, and
WHEREAS, the Confederated Tribes of Siletz
Indians of Oregon have contracted with
the Comstock Corporation as the consult­
ant for the Chinook W inds Temporary
gaming facility at a rate of $30,000 a
month, and
WHEREAS, the Confederated Tribes of Siletz
Indians of Oregon originally hired a Gen­
eral Manager to manage the Chinook
Winds Temporary gaming facility, and
WHEREAS, the general manager has termin­
ated his employment with the gaming
facility, now
THEREFORE BE IT RESOLVED that the Siletz
Tribal Council hereby approves of in ­
creasing
the consulting fee from
$30,000 to $40,000 a month, retro­
active from tim e the general manager
resigned until we get a permanent gen­
eral manager of the gaming facility.

Subject: NCAI Dues
WHEREAS, the Confederated Tribes of Siletz
Indians of Oregon are members of the
National Congress of American Indians;
and
WHEREAS,
the
Siletz Tribal
Ôouncil
approved through resolution #95-151,
Delores Pigsley as the delegate to NCAI
with Jessie Davis, Rosemary Landis,
and Lillie Butler as alternates, and
WHEREAS, the National Congress of Amer­
ican Indians require annual dues based
on membership of tribal members, now
THEREFORE BE IT RESOLVED the Siletz T r i -
bal Council hereby approves of paying
the annual dues to National Congress of
American Indians based on the amount
of our tribal membership.
