Congratulations
Editors Note: Recently Tribal
Chairman Delores Pigsley received the
following letter from Helen Peterson.
Helen was recognized by the
Siletz Tribe at the Awards Banquet and
also recently honored by the National
Congress of American Indians in
Denver, Colorado for having served as
Executive Director longer than any
other Director (1953 - 1962). As
executive Director during the 1950's
Mrs. Peterson helped mobilize a major,
national campaign against Termination.
She fought throughout her life for tribal
sovereignty and for the rights of Indian
Tribes. She served as Special Assistant
to the Commissioner of Indian Affairs
and has served on the national boards
of the Girl Scouts and the Episcopal
Church. She was recipient of a special
award from Columbia University and
holds two honorary doctorates. She
has been a strong supporter and friend
of the Confederated Tribes of Siletz
Indians.

intended to write earlier to express my ■■
thanks to you and the Siletz Council fo r
recognizing me at the awards banquet
and fo r giving me the opportunity o f
seeing old friends again.
However, since the banquet, I
was involved in a number o f things that
delayed writing - 1 moved residences,
ended up in the hospital, attended NCAI,
etc. Tm settled down once again, long
enough to write this b rief note.
As you know, I have been a
strong and long time advocate and
admirer o f the Siletz Tribe - a Tribe that
has made amazing progress since
Restoration ju s t 1 7 years ago, 10 o f
which were under your chairmanship!
Your programs in education, health,
employment assistance, s e lf govern
ance under BIA and IHS ....all attest to
the Tribe's accomplishments! The fin e
reputation o f the Siletz Tribe is well
deserved.
Also, I learned recently that your
effort to establish a gaming center took a
giant step forward under very difficult
circumstances. I congratulate your
Council - especially your leadership,
Dee, and that o f your vice-chairman,
Jessie - fo r accomplishing this feat.
I follow ed closely, the gaming
project as it evolved - the courage and
tenacity with which you and Jessie -
and the Council - pursued your objective
in the fa ce o f terrific odds. As one who
has long been involved with Iridian
issues on both local and regional levels,
I know how difficult it must have been.
I assume you have your
detractors within the Tribe as well as
outside. It's always easier to sit back
and criticize than to make tough
decisions. Hopefully, even your
detractors will come to realize what you
have accomplished. You and Jessie
have often talked about how thè income
from gaming will help the children o f the
Tribe the Elders, and the gèner-ations
yet to come.
Your gaming enterprise and the
revenues it will generate will accomplish
that objective!
Once again, please convey to
your Council my deep appreciation fo r
honoring me. You can count on my
continued support o f your efforts.

NEW JTPA ORIENTATION
STARTS IN SILETZ
The JTPA Program will hold weekly orientation
for prospective participants. The orientation
determines eligibity for services and assist clients
with obtaining necessary documentation. The
first orientation will be Wednesday at 1:00pm
November 9, 1994 an«/ every Wednesday
following. The location will be at the Siletz
JTPA Office. Plan to spend at least 1 to 2 hours
completing your testing and paperwork.
The following documentation is required for all
clients (please, bring what you have to the
orientation):
*Tribal I.D., Drivers Licence, Social Security
Card, Birth Certificate(s).
♦Residential Address examples are: rent receipt
utility bill, addressed enveloped with cancelled
stamp to show mail delivery, drivers licence, etc.
♦Income: During the last 6 months or last 12
months prior to the orientation.
A. Proof of personal income: (check stubs for
employers, etc.)
B. Proof of income for other familymembers in
same household.
* W ork Permit (if you are under the age of 18)
Some participants will alsq have to document the
following:
♦Number in Family: Marriage Certificate, Birth
certicate of Children, listing of number in family
on Food Stamp or AFDC forms, etc.
♦Public Assistance: Health Card for Public
Assistance Programs, Food Stamp Card, Status
from General Assistance, etc.
♦Selective Service Registration:
All male
participants bom January 1, 1960 or later who are
within 30 days of their 18th birthday or older
must show proof of registration for Selective
Service. Bring the letter sent to you to verify
your registration. If you have lost it, or have not
yet registered, staff has methods of assisting you.

You are driven to achieve. Like the mountain goat, you can be stub
born in your resolve to clim b higher, whether it be at work or in your
personal goals. You don’t like to pause and reflect on what you’ve
achieved; for you, time spent resting is tim e wasted. More challenges
await just around the comer, and you are eager to get there. But your
achievements come honestly. You won’t step on others to get what
you want, although you might give them a gentle nudge to the side i f they stand in
your way.
A t w o rk : Capricorns work fast and hard. They w ill remind you that you reap what you sow;
rewards come to those who work diligently. Caprieom bosses are good listeners and w ill support
you in your endeavors. But they have their own ambitions that cannot be sidetracked. You don’t
want to be on the receiving end o f those Capricorn horns.

Necklace Class. I f approved, the class w ill be
held in February, the class size w ill be fo r 20
tribal members and the deadline to sign up is
