    Gladys Bolton attended a housing meeting as
was told that if the tribe does not help the elder's
with up keep of their homes then that is
considered elder abuse.
Dee Stated that the Tribal Council can furnish
the information to enrollment for enrollment
purposes only.
Wilma cannot understand how she got on the
r o ll. The Tribal Council is provided
information for the children as long as the
records are sealed, but the information is needed
for enrollment.
Amos Arden asked why the Tribal Council
couldn't contact this girls mother and let her
know what this child is wanting.
MOTION #5 - Shirley Walker moved for Tribal
Council to examine the records of Denise
Barker, open them and meet with her to provide
the information to her regarding her parents.
Seconded by Vickie Nelson. Motion carried.
Lillie Butler read a letter from Betty Whitehead
that stated that her daughter's grave had been
vandalized. Betty was asking for any
information regarding the vandalism.
Wilma Strong stated that she is for Tribal
members being hired. She was given a chance
and is very grateful for that. She is concerned
with the tribal members policy for job interviews
regarding families be extended to brother, sister,
aunt, uncle and first cousin. Wilma is concerned
with how many spouses can be buried in the
cemetery that are not tribal members, there is not
a lot of land left.
Melvin (Jessie) Guàrdipee stated that he is a
member of the Blackfoot Tribe, but he oversees
the Siletz Tribes Drug and Alcohol program. He
is concerned with getting a facility together for •
the Siletz people. He would like to add the need
for a treatment center. When our people enter
the current treatment center they are being
disrespected. Jèsse is going to speak his
concerns at the next NARA meeting. He stated
that he went through the program at one time
because he is a recovering alcoholic and he is
concerned with the treatment at the NARA
center. The patients at NARA are not being
treated as people;. He stated that the
compensation for what the people are doing is
grateful, but he feels that a facility is greatly
needed for the proper care. People will be
needed to work in the facility. He is working on
getting a facility in the Portland area for the
Siletz people. He would like to add the urgency
for an in treatment center is a great one. He
stated that for some to make a comeback it is a
hard fight, but with people at the other end is a
must; He stated that we need something done
soon. He hopes that this can soon be a reality.
Joe Lane addressed the attention to the Portland
area. He stated that come February the lease
will be up for the Portland area and the tribe will
have to negotiate for another lease. Joe stated
January 1995
that there are a lot of schools in that area and a
big opportunity for education. He stated that
there are many unique types of jobs in the area
that pay well. He would like the tribe to look at
the possibility of getting a larger facility to
house such programs as the Drug and Alcohol. v
He stated that a while back they envisioned
submitting a proposal for a travel agency and
they talked with other Indian organizations that
have to go through Portland for their travel and
they would use the facility. He stated that if the
tribe had a building that was large enough and at
the right price then they could sub-lease office
spaces to other Indian organizations and Joe has
talked with other Indian organizations that
would be willing to lease office space. Look at
things not for making money, but for betterment
of the tribe and to compete. He stated that there
is a possibility in the Portland area-to do these
things and a wonderful opportunity. He would
like the Tribal Council to give this serious
consideration before they renew the lease on the
facility in the Portland area. Joe stated that he
would be willing to work with the Tribe to help
find a location free of charge.
Selene Lynch asked if it was too late to run for
Tribal Council. Dee stated that the deadline date
was October 31, 1994.
Selene stated that she would like all meetings to
start with an invocation. She thanked Dee for
letting her speak in Medford. She stated how
important an education is for our people and
strong it can make our people. She stated that
we have to think about a seventeen year old tribe
and the efforts that have been made, it is at a
time in our government where we need full time
Council people. She would like to see at least
two full-time Council members to be salaried
and work on the government of the tribe. She
would like , to see this done soon with all that is
happening in the Tribe at this time and that
much more could be accomplished if the
information is being worked on daily.
Selene acknowledged Lee Smith for his All
Indian Logging Crew. She is proud to know that
we have tribal members that hire tribal members.
Dee stated that so often employees are asked to
speak at functions or make school presentations.
She stated that we always get a great response
from the speakers. Selene is one of the
speakers. Tina has served on boards in Lincoln
County. Frank and Teresa will talk to anyone
who will listen to them regarding the Siletz
Tribe. She stated that Robert Kentta has been
getting a lot of good feed back regarding his
historical information. There are also a lot of
other staff people who have been called on to
speak at different functions. In regards to the
full-time council Dee stated that whether the
tribe could afford for the whole council to work
full-time and whether those can work for $8.00
and hour, but it is just around the corner. She
stated that at the present time council finds
themselves working a whole lot of hours.

GAMING REPORT:
Jessie stated that on November 3, 1994 the
President signed the Technical Amendments
Bill. She stated that there is a site in Lincoln
City that the Council is looking at. • She stated
that when the Bill is signed it will allow 8
additional parcels of land to be added to the trust
land. Copies of the gaming compact have been
sent to the council. They will be meeting
tomorrow to review the gaming compact. In
1995 the Siletz Tribe will be a gaming tribe.
The Governor had stated that the tribe would not
be able to do anything outside the Siletz area.
Jessie stated that there will be approximately
600 job openings and as soon as it is possible
they will be putting out job descriptions. She
stated that they are working on site training for
the gaming positions. The gaming committee
has been working on a lot of things that go along
with the compactregulations, etc. She stated
that the Council is hoping for a good response
from the tribal people. She stated that the
management company has been approved and
they feel that the co. selected has a lot of years
experience. The management Co. owners are
also the owners of the Comstock and the
Riverboat Hotel/Casino’s in Reno, NV. Jessie
stated that after four years there is finally an
Indian chairing NIGA. Jessie feels like we are
finally on our way to providing good jobs to our
people and to help with the membership. She
stated that in order to get the approval from the
Indian Regulatory Act the Tribe needs to state
how the monies are going to be spent. Thé
Council wants to improve the Tribal
Government and Enhance the welfare of the
Tribal Membership. Betty Whitehead asked
what is going to be done with the Salem
property? Jessie stated that there are still plans
for the Salem property. Joe Lane suggested to
Council that Council look over the Cow Creek
operation. Dee stated that the Tribe does have
consultants and a management co. The Council
will be looking at the design and the interior of
the gaming center. Selene asked what the
percentage will be that we will be giving to the
State? Dee stated that we have not agreed to
anything with the State yet. Selene asked if the
Cow Creek's lobbied against the Siletz Tribe?
Dee stated that yes they did in Salem.
CHAIRMAN’S REPORT:
Dee reported on the Self-Governance meeting
she attended in Reno, NV. She stated that the
Tribe can negotiate for funds. The Tribe has
done real well with their funding even though
there has been some real rocky negotiations.
She talked about the reception for Congressman
Kopetski to promote Cathryn Webber.
Dee encourages everyone to vote. She stated
that the Clinic expansion is complete. She
would like everyone to stop by the Clinic and
see how nice it is. Dee is very proud of all this
and also the staff.
Bensell stated that he had mentioned some
candidates that he feels have been great with
helping Indians. He stated that they are Indian
