COUNCIL MEMBERS PRESENT:

Chairman, Delores Pigsley call the meeting to order
at 1:00 p.m. Invocation by Elouise Case. Roll Call
was taken with 9 Present 0 Absent.
MOTION #1 - Frank Simmons moved to approve the
Agenda as Amended. Seconded by Gladys Bolton.
Motion Carried.
MOTION #2 - Frank Simmons moved to approve the
February 5, 1994 General Council Minutes.
Seconded by Mary Fisher. Motion Carried.
Mike Darcy presented Employee Incentive Awards.
OUTSTANDING SERVICE AWARD:
Angela Martin /1 /2 time JTPA -1 /2 time High Ed. -
nominated by Mike Elwood for consistently high
level of service delivery. She. recently filled ip for the ? t
JTPA Counselor, filling 1 1/2 positions with minimal
supervision. She was very instrumental in developing
job sites and opening opportunities for program
participants.
Eugene Hudson I USDA Clerk in Salem - Ron
Hudson accepted for his father Eugene. Eugene was
nominated by Margo Norton for going beyond the
servicing of clients. When clients were unable to pick
up food, he would deliver it to their homes on his own
time, pick up food and deliver food to peoples
homes.
Connie James I Portland Area Office Secretary - She
was nominated for consistently performing above the
job standards. She insures that the Portland Area
office runs very smoothly and she is a very good
trouble shooter. She provides valuable clerical
support and is a superior reference resource. She is
capable of representing the Tribe and was nominated
a second time by Nelsen Witt for her professional
attitude, she goes out of her way to be helpful and
courteous and willing to assist. She projects a
positive image for her Tribe and is a wealth of
information as a referral source. Her presence has a
stabilizing affect in the Portland Office.
Bev Owen I Salem Area Office CHR - She was
nominated for bringing a wide depth of experience
and professionalism to the Salem Area Office. She
has taken a leadership role in organizing programs
and meeting and developing new and unusual
programs. She has implemented a safety kit
workshop, personalized Health Calendars that are
tailored to Tribal Members, she has requested safety
equipment for the van and is always finding ways to
improve services for the Salem Area.
Bev Youngman / Siletz Health Clinic Administrative
Officer - She immediately assumed a leadership role
as she does in most of the things she does. She has
responsibility for recruiting people at the Clinic and
guidance once they are recruited and on the job. She
has shown dedication and leadership far above the
requirements of her job. In addition to her job she
serves on one of our committees and has always been
very active. The first three years were not without
problems, recruitment for medical staff is always
difficult. Most of the non-medical staff were
completely new to a clinic setting and Bev had to be
responsible for orienting them to work in the clinical
field. Without Bev's dedication and guidance the
clinic would not be the success it is today.
Mike Elwood / Fifeld Supervisor - He always finds the
best in people, encourages them to grow and meet
their highest potential. He has a lot of skills and the
staff at all three Area Offices really appreciate that
and his outstanding effort.
SUPERIOR ACCOMPLISHMENTS:
Andrew Dobmeier / Tribal Forester - He was
nominated by his supervisor, Mike Kennedy for
designing and building a surveying aid that has
effectively cut in half the man power hours needed to
diverse the new road locations and the survey pole
allows him to complete road surveys all by himself,
so he does not need an additional person to assist him.
The cost savings for one small project in 1993
amounted to over $500.00.
John Massanuga I Siletz Health Clinic Pharmacist -
He was nominated by Randy Fisher for going way
beyond what his job description calls for. He always
works way beyond closing time, and if you drop in on
his lunch time he always drops it to fill prescriptions.
He is always really courteous and does all he can for
tribal patients and people from the community and he
is not satisfied with just doing his job, he enjoys
doing it at a much higher level. He was nominated by
two other people in the Clinic Staff.
EMPLOYEE OF THE QUARTER:
Nancy Simmons / Siletz Social Worker - Nancy is
always a hard worker for our Tribe. Setting up
Community Meetings, putting out the Siletz
Community News Letter, coordinating potlucks,
setting up buffets, helping at funerals, and making
sure there is always enough food and volunteers. Her
most recent audit for her GA files was outstanding for
being in compliance and she is always willing to
transport clients and make medical appointments to
other social agencies. She has a wide understanding
of community resources. She works over-time on
many occasions and never asks for flex-time. In the
absence of the Social Services Manager she is the
lead worker or person in charge and we all appreciate
her.
VOLUNTEER SERVICES:
Ken Love / TLC Transportation in Portland - He was
nominated by Rose Kunkel for his generous
contribution of free taxi rides in the Portland Area, his
unselfishness and spending many hours and money
transporting our elders and members to and from
appointments. Many times he has transported on
short notice and emergencies. He is a very much
appreciated volunteer.
Dee stated that the awards are all well deserved. She
made a special presentation to Gladys Staggs and
Jane John. Jane has served on the Council for many
years. She always runs and when she does not make
it she always comes back and works on committees.
She has always had the best interests of the
membership at heart. She worked very hard while
she served as a Tribal Council member. She has been
there on the early issues of the gaming and continues
to serve on the Gaming Committee. For her service
to die Tribe, a plaque was presented to her in
appreciation for her time and dedication to her Tribe.
Gladys was not able to attend. She received the same
award for her time and dedication to her Tribe for her
six years of service as a Tribal Council member. Dee
presented an award to Joe DelaCruz of the Quinault
Tribe. He has been in tribal business probably 30
years plus. He served as the President of the National
Congress of American Indians, as President of the
Affiliated Tribes, the Northwest Indian Health Board,
The Intertribal Timber Policy Council and The
National Tribal Chairman's Association. Throughout
the years that Joe has been in Tribal affairs, he has
served in high level jobs that led the Tribes to some
of the accomplishments that tribes have made and
some of the battle scars. He has always been there
for die Siletz Tribe, particularly when our Tribe was
being restored. It was not an easy job and sometimes
we forget the tough battles that our Tribe has had to
overcome. The Quinault Tribe has had to do some of
the same things and we have come to appreciate
people like Joe particularly when we have to attend
meetings that are long and hard and not particularly
interesting. We want to recognize someone who has
been able to get things on track, to put tilings in
perspective and someone who has served his tribe
very well. Just this year he chose not to run for Tribal
Chairman and for the first time the Quinault Tribe has
a lady Chairman, Pearle Bailer and Joe came out in
support of her. When Dee attended the White House
last year, Joe was working to» organize the meeting.,
the task, the presentations and how we wanted the
tribes to present the stories that we had to tell. One of
the difficult things about that is that there are 540 plus
federally recognized tribes and everyone wants to tell
their own story and it is a very difficult to boil down
in an 1 1/2 hour presentation what it took 200 years
to form and what the government calls policy , but it
was all possible with the help of Joe. Dee presented
Joe with a plaque for all his time and assistance he
has given to his tribe and all other tribes. Dee stated
that behind every hard working man there is a woman
who keeps them on track and cooks meals and we
have a gift for his wife.
Joe DelaCruz stated that his mother's father was
James Lane, whose father was Chief Joe, whose
father was Washington and so he has something very
common with the Siletz people. In the 70's it was
very hard getting the other federally recognized tribes
to recognize the tribes that weren't recognized and the
tribes that were trying to get reinstated. He worked
very hard helping our Council people at that time to
get the support of the NCAI and a resolution
supported by the NCAI and later on the National
Tribal Chairman Association. There were a lot of the
tribes across the Country supporting us especially
those tribes that got terminated that were federally
recognized and the tribes that had signed treaties that
were not ratified. He has followed the development
of Siletz a lot of years before the Tribe was
terminated. At one time he filed for enrollment with
the Siletz Tribe, but paperwork was missing and he
was unable to follow through with it. He shared some
of his experiences with those at General Council
because he feels that it is important that people
understand the struggles that our Indian people have
