Hip Program

The HIP program is happy to announce it's
new committee members, Jesse Davis Council
Representative,
and
Leilani
Cordova
Committee Vice-Chairman. Both members are
welcome additions to the HIP Committee.
Also June Austin Committee Chairman, Gladys
Staggs Committee Member, and Cheryl Ben
Committee Member are continuing with the
HIP committee this year. All these individuals
are committed to providing tribal members
with decent, safe and sanitary housing.
The HIP program is now procuring
their own IHS. sewer and water sanitation
facilities. This has resulted in several new
benefits:
(1) A 4% allocation increase on all IHS
construction
projects
which
will
be
incorporated in the HIP budget.
(2) More IHS construction projects on scattered
sites were done this year than die last four
years combined.
(3) Opportunities for tribal members to be
employed on these construction projects have
been encouraged by IHS.
(4) Electronic transfer of funds directly to the
Tribe for construction costs and administration
of IHS facilities have been implemented. This
procedure saves time and encourages local
contractors to bid on construction projects.
A housing inventory survey has been
designed with the assistance of Sharon
Edenfield and will be implemented over the
coming months. We encourage all tribal
members to participate as this will help provide
needed documentation to increase our current
grant money allocation.
The HIP waiver request has yet to be
approved by the Self- Governance Office in
Washington D.C. The Tribal
Chairman
Delores Pigsley, should be commended for her
tenacity in writing follow up letters regarding
the waiver request. The last follow up letter
resulted in a response from Ada Deer stating
the waiver would be processed, and a
determination would be made in the next few
weeks.
The HIP program computer data base
has been completed and will continue to be
improved over die next few months. Data entry
will start in July and should greatly improve
the HIP administration process for years to
come.
Crystal Baker, a Siletz Tribal member,
is the new part-time HIP secretary. She will be
instrumental in the housing inventory project.

service for our Indian Nation. Thank You."

The Siletz Indian Housing Authority is
requesting bids on the following work:
Construction of an 18' X 24' addition to
the home at 172 Chetco Court, Siletz, Oregon.
Work is to include installation of a half-bath in the
existing laundry room and the movement of the
laundry facilities to the new garage addition.
Construction is to match the existing single-story
ranch structure. Extension of the concrete slab will
be required for the addition.
The work to be performed under this
contract is on a project to Section 7 (b) of the
Indian Self-Determination and Education Act (25
O.S.C. 450e (b). Section 7 (b) requires that to the
greatest extent feasible (i) preference and
opportunities for training and employment shall be
given to Indians and (ii) preference in the award of
contracts and subcontracts shaH be given to Indian
organizations
and
Indian-owned
economic
enterprises.

Bids .will be accepted only from licensed,
bonded contractors.
Bids will be evaluated according to the
following factors:
1. Response to Indian preference
requirements.
2. Cost.
3. Ability to preform work in a
competent, efficient manner.

USDA UPDATE

Things have been going smoothly in the
warehouses. We are getting ready for the cook
off during the Pow Wow. It will be held at the
STEDCO Apartments again this year. There
will be prize money also. We are also on a
recipe quest for the cookbook, we need to have
as many as possible into us before the end of the
July. Whoever submits recipes will have their
name published in the cookbook.
I have just had contact with the Regional
Office this month and there is the possibility of
the ground beef in the near future. We will keep
you posted as to when this will happen.
