Dear Editor:
We would like to have the
following letter in your next
issue, if you have the space
and approve of its content.
Every year our family looks
forward to spending the
weekend at your Nesika lllahee
Pow-Wow.
We come from
Eugene to enjoy as your guest
the fruit of the labor of so
many people. From the Grand
Entry to the Closing Ceremony,
we admire the incredible
costum es,
the
marvelous
dancers and drummers and the
pride you people show to
everyone. Also, your respect
for God, all humans and the
land in which we must all
protect and preserve.
On
Sunday, the traditional salmon
dinner is wonderful!! All the
workers are so polite and
generous. We appreciate all
the long, hard hours it takes to
put this together- and so
successful. Every year, it just
gets better and better. Finally,
once again, we would like
every single person who had
anything to do, at any level,
with the Pow-Wow, to know
they should be very proud!!
Plus, the black and white and
color pictures of this year’s
Pow-Wow in the Siletz News
Letter are great!!

Thank you for your hospitality
when I visited Siletz last week.
The
salm on
lunch
was
fantastic, and
I enjoyed
strolling through the park after
lunch. I was very impressed
with the remarkable changes
which have occurred in recent
years, and got a real sense of
optimism from you and the
other Tribal members.
The Tribe has made tremendous
s tr id e s
in
e c o n o m ic
d e v e lo p m e n t
and
s e lf
sufficiency since restoration,
and you should be proud of your
efforts.

We would like to thank all the

schedule and coordinate the
Elders Rogue River Trip.
Additionally, special thanks is
extended to Frances Klamath
for her enthusiasm in providing

and special needs of our
mother, and to Uncle Alton for
his attention to the needs of
Jimmy Brown. To our fellow

Dear Editor:
I have just finished reading my
September issue of the Siletz
News Letter and once again the
City of Siletz has been given
the blame for a Tribal Project
gone astray.
Our Chairperson seems to be
quick with her words of blame.
I refer to her statement in the
September 1990 issue of the
Siletz News Letter, Page 23,
Health Clinic Report. Dee said
"that one of the things which
held the project up was that
the City of Siletz had agreed to
another site and then at the
last hour they decided not to
sell or lease the land to the
Tribe".
If our Chairperson had bothered
to attend any of the City
Council Meetings herself she
would have gotten the facts of
the matter.
I do understand
that we all have other
commitments in our lives but
there is written transcripts
available for all City Meetings.
Maybe it would be to the
benefit of our Chairperson to
obtain copies of the City
Council Minutes when the Tribe
has an item of concern on the
Agenda should she not be able
to attend the meeting herself.
But then did our Chairperson
rely on another source for her
misinformation and shame on
that source for not getting the
facts straight.
This is not the first time the
City of Siletz has been blamed
for a Tribal Project gone
astray and it probably won’t be
the last considering the the
Tribe has a past history of
problem projects (Silatchee
Housing Phase I, S.E. Swan
A venue
Im p ro v em e n ts ,
STEDCO) to name a few.
I have worked for the City of
Siletz since 1982 and have
seen a lot of things transpire
between the City and the Tribe.
I would hope that our present
Chairperson and any Future
Chairpersons would consider
the consequences an offhand
statement and the placement of
blame would have on any
w o rk in g
r e la t io n s h ip
regardless if that blame
belonged there or not.
As the old saying goes "Think
before you speak or your
words may come back to haunt
you".

Meeting Minutes can be
obtained at cost at the Siletz
City Hall during regular
working hours Monday through
Friday.

the Siletz News, Page 23,
Column 1, the last twelve lines
of the Health Clinic Update as
recorded in the August 4, 1990
General
C ouncil
M inutes
contained the following which I
am obligated to respond to;
"Marlene asked who approved
the design of the health clinic
building and don't tribal
members have a say in the
location and design. Dee said
Council approved the design and
location. Dee said one of the
things which held the . project
up was that the City of Siletz
had agreed to another site and
then at the last hour they
decided not to sell or lease the
land to the Tribe. Marlene said
that the funding came in two
years ago and now we have to
rush around and get the
construction done or chance
losing funding."
The Siletz City Council has met
with Tribal Representatives on
four occasions since May 25,
1983, regarding the Health
Clinic siting and planning
process.
Additionally Tribal
Representatives met with the
C ity
of
S iletz
Planning
commission August 1, 1988
and was scheduled to meet with
the City Council for a Workshop
September 13, 1988 at 6:00
p.m.
This Workshop was
rescheduled to the Tribal
Council Meeting on Saturday of
that month and to the best of
my knowledge, was not
attended by the City Council
Members. The following is a
chronological transcription of
the City Council and Planning

copies of which are attached to
this letter and are available at
cost on request at the City
Hall.

CTSI Health Clinic
The CTSI has been awarded an
OCD Block Grant in the amount
of $250,000.00 to construct a
Health Clinic, and they would
like to place same within the
City Limits of Siletz. It is the
Tribe’s plans to serve non-
Indian clients as well as Tribal
and other Indian clients. P.
Rilatos has stated that they are
looking at leasing a piece of
property from the City, it was
suggested that STEDCO should
discuss locating the Clinic on
