asked why Cerine Creek could not be logged on d irt

burners? e tc , need to be able to get on the road
during bad weather, A tra ctio n coat i s needed for

d ifferen t options in obtaining rock for the roads.

prevent a conspiracy by g ettin g bids from several
people. Pete questioned i f Hheeler got the timber
s a le and he wanted to put h is contractor in there
and the Tribe has a p olicy of Indian preference.
Craig said that th is would be enforced by the TERO
o ffic e r . Frank said that a personal clash is
considered a c o n flic t of in terest where you vote no
when you wanted to vote y es. L illie asked i f th is
applied to Committees because they are in an
advisory manner whereas STEDCO a ctu a lly makes

stumpage can not be delayed but the ra tes w ill be

d ifferen ce w ill be what you make on the logs.

lo g s. Gene said that he wanted to hold o ff
marketing the logs because he can get a higher

he has looked at 30 or 40 d ifferen t c o n flic ts of

said that the in ten t is to d efin e what, c o n stitu tes
c o n flic t o f in te r e s t. C on flict of in te r e st seems
to center around employment? travel? committees.
Craig explained how C on flict of in te r e st comes in to
play within h is job as a lawyer. Craig said that a

you p erson ally. L illie asked about members settin g
on the STEDCO Commissioners and then bidding on
co n tracts. Craig said that th is would be a
c o n flic t because that person has a p o s s ib ility of
purchasing the contract and obtaining

review and approval. Additional money i s included
in th is contract for the warehouse in Salem. USDA
i s now in the process of relo catin g to a new
loca tio n . Frank questioned how c e r tific a tio n was
obtained for the new warehouse when they don’ t have
running water and bathrooms. Sharon E denfield said
that c e r tific a tio n was approved because i t i s being
used for only 1 week a month. All previous
warehouses have not had running water or bathroom
fa c ilitie s .

the plans for th e C lin ic and to answer q u estion s.
Dietmar explained the s i t e loca tio n and the parking
arrangements with an area in the middle for future
expansion and showed an overview o f the location of
the d ifferen t spaces w ithin th e b u ild in g. The
building w illin c lu d e about 7100 square fe e t of
space. Sewage for the C lin ic can be gravity flow
and a l i f t sta tio n w ill not have to be in s ta lle d .
Han h oles w ill have to be in s ta lle d at STEDCO and
at the C lin ic and w ill connect with th e ex istin g
man hole at the 8 -p lex apartments. One o f th e
agreements for sewer righ t of way was to put stub
outs for each lo t for future u se. The b u ilding
wilI comply with handicap requirements for public
b u ild in gs. The employee bathrooms are sm aller than
that required for handicap but th e building i s set
out where anyone w ill have easy a ccess to the
public bathrooms. The building w ill be in sulated
to p rotect again st dust and n oise from the s tr e e ts
and highway. Parking w ill have an entrance and an
e x it and w ill meet C ity requirements for parking
spaces and handicap a ccess. Plans are to hold the
ground breaking cerem onies during Pow-How and for
the C lin ic to be open for fu ll operation in January
1991. The C ity o f S ile tz would lik e to have a
meeting with Council on June 25? 1990 to d iscu ss
sidewalks? curbs? and other C ity requirem ents. The
C ity’ s Comprehensive Plan, c a lls for sidewalk's and
curbs and the City wants then in s ta lle d bn Gaither
S treet in order for th e C ity to sign o ff on the
building perm it, Dee asked Frank i f he could
attend the m eeting.

Depending on how the sidew alks and curbs have to be
in stalled ? a rough estim ate would be about $30,000.
