C andidate's Fair he was beat up because of what he
was doing and tasked to do. Phil asked i f the

taking the heat for doing jobs he i s tasked to do
for th e C ouncil. He has no in ten tio n of working-as

BIA FORESTRY - Ken Lathrop, supervisor of timber
s a le s for BIA Portland branch, i s here to g iv e some
independent audit r e s u lts . Ken passed out a copy
of b u sin ess fig u res and market surveys. Ken said
th is was a C onfidential b u sin ess audit and market
fig u res are not to be recorded. Mike Farnsworth
works with timber s a le s with the Bureau P ortland 's
branch. He has reviewed th e timber s a le s of H ill
Creek and North Fork. The report passed out i s
more of a review and not an a u d it. The work
regarding STEDCO ca p ital i s an o u tlin e because i t
i s not com pletely done. The review was completed
because o f contract com pliance. He went to the
Contractors to ensure compliance was being followed
by C a ffell and STEDCO. The primary evalu ation
in d ica tes the p a r tie s complied with the co n tra ct.
During th e operation of the North Fork con tract how
much was to be paid to STEDCO was changedi in most
ca ses th ese changes b en efited STEDCO. The report
presented to th e
Tribe
and
STEDCO
were
su b stan tiated by th eir review . The report shows
the timber logged» value o f s a le and p r o fit to
STEDCO. The graph provided i s a summary and
individual graphs which provide a more d e ta il of

people could lose th eir s h ir t. If we market
dom estic we take away th e a b ilit y of our marketer
to flo a t with the market. He would be working on a
small window» with lim ited tim ber. Frank asked i f
we were looking in to buying timber and marketing i t
how would we b e n e fit. Ken said th e trick was to
get the maximum s tu ff in to export where the higher
p rices are. He need to be aware of the marketing
tim es to avoid marketing when p rices are down.
This spring we are looking at the highest marketing
p rices for Japan sort then we have ever known. Ken
said we are looking at 3 months ahead of now» which
i s what we have to do. Monte said i f we have
a ccess to trib a l and non -trib al land would i t be
b en e fic ia l to market o u rselv es. Ken said i t would
be b etter to go through our marketer. Dee asked
about our a ccelerated cut for an add ition al year.
Ken d id not have an answer,. Ken said th at being
our own marketer we would need more volume. Dee
asked i f our land acq u isition » 12»000 acres» would
be enough. Ken said yes» but we would want to do
the logging ourselves» and i t would depend on our
overseas co n ta cts. A good example was P ublishers
which bought a lo t o f timber market and w ithin two
years lo s t approxim ately 2 m illion d o lla r s. Frank
asked about purchasing timber from th e 6rand Ronde
and marketing i t . Ken said we would have to bid
for i t . Ken said he was not tryin g to discourage
us from being our own broker» but we have a good
marketer and should r e fin e our contractor biding
p ro cess. This would be b etter than tryin g to
market timber o u rselv es. Ken said i f people have
th eir own m ills» they are now taking a look at the
timber and i t value overseas and looking at
exporting that timber or portion s of i t . Sometimes
i t i s b e n e fic ia l to export our timber and buy other
timber and market i t dom estic. Ken said th e jobs
occur in the logging or the manufacturing of the
tim ber. Monte wanted to know i f you as a trib a l
member could purchase trib a l land and then market
i t . Ken said th is would be up to the Tribal
Council who s e ts the requirem ents and as a
con dition o f granting preference they could set
add ition al g u id elin es. There i s no BIA Indian
Preference applied to the timber» but the Tribes
can sp e c ify them.

SILETZ SCHOOL - John M iller and Sharon Rosier
talked about th e LCSD fiv e year proposal to clo se
the S ile tz Middle School and add b u ild in gs to th e
Toledo School. They are asking the Council support
to say th at we have lo st our high school and we are
not going to lo se anymore of our sch oo l. John said
to make an area econom ically v ia b le we need a good
sch oo l. John said when th e Tribe was able to get
th e tr ib e back our economic development was a part
o f th a t. I f we lo se our kids th is i s going to be a
n eg ativ e impact. The community w ill be having a
meeting th is Tuesday night to d iscu ss the impact.
