CANDIDATES FOR TRIBAL COUNCIL SPEAK
PAT MORRELL
To Siletz Tribal Members:
First of all, I would like to thank all
of you who voted for me the last time I ran
for Tribal Council.
I hope I have
demonstrated by my actions while on the
Council that you made the right decision in
voting for me.
As for some personal background
information, I am proud to say that I am the
granddaughter of Dora Brown Delgado and
the daughter of Carmen and Fred Fernandez.
I lost both my parents much too soon, but I
have special memories and will always be
proud of my cultural heritage, which they
both taught me and I, in turn, have taught to
my three Children.
- I have been actively involved in
"Indian Country" for the last seven years,
working for the Columbia River Inter-
Tribal Fish Commission, and now on the
Siletz Tribal Council. Being on the Council
involves a lot of hard work, përsonal
commitment and dedication, but I feel that
my participation has contributed to our
Tribe's continuing progress.
Although the Council has just
monthly meetings on a regular basis, each
of the Council members has assigned tasks,
such as C o u n c il: representatives to
committees and organizations. : My
assignments are:
(1) Affiliated Tribes of the Northwest
Indians (ATNI) delegate.
ATNI is an
organization comprised of nearly forty
tribes in the Pacific . Northwest-and is
renowned for its leadership role in Indian
Country, At ATNi's annual convention in
August, I was elected by the membership to
thp Executive Board as the ATNI Secretary.
During my campaign speech, I advocated for
more communication among the tribes, and
during my tenure, as a Tribal Council
member, I have also been advocating more
communication between the Tribal Council
members and the . General Council
membership.
(2) National CongressofAmerican Indians
(NCAI) delegate.
NCAI is a national
organization comprised of approximately
300 tribes throughout the United States.
(3) Tribal representative to the Oregon
State Commission on Indian Services. The
Commission is responsible for coordinating
and communicating with the State of Oregon
any issues that concern the tribes and
tribal members living in Oregon.
(4) Council representative to Oregon
Tribes m eetings.
Tribal Council
representatives from the tribes in Oregon
meet periodically to discuss issues of
mutual concern.
In addition to my Tribal Council
duties, I am a member of STEDCO. By now,
you have all heard of the reorganization
currently taking place at STEDCO. 4 feel
very strongly that the recent decisions
made by the Council and the Commission
will benefit our Tribe as a whole. It Is not
easy for Council members, when making
decisions, to put aside our personal agendas
and consider what is best for our tribe as a
whole, but those of you who have been
following the Council's voting record and
reading minutes of the Council meetings
know that I have always held our tribe's
interests above all else, and I will continue
to do so if re-elected.
Thank you for your support at the
polls.
STEDCO will be complete by the end of next
year and ourreserve fund will help to fund
the Tribal Government as our annual
timber cut decreases. There have been
some recent changes regarding STEDCO and
its charter and it is my sincere hope that
they further the Tribe in its efforts. I'd
like to add that STEDCO was chartered on
the principle of separating business from
politics and to be successful we must
continue to abide by that principle. For an
example, we need only to look at the
collapse of government run economics in
Eastern Europe. Our Land Aquisition effort
is still on track and we are awaiting word
from our congressional delegation on when
we can expect a bill. There are many other
projects including a health clinic, new
fishing site, etc. I'll be at the Candidates
fairs to talk with you and answer your
questions and hear your concerns.

FRANK SIMMONS
I am writing this letter to announce
my candidacy for re-election to the Tribal
Council.
The Tribe has grown and
progressed, by.leaps and. bounds since
Restoration arid it has been an honor to
represent you in; cur government.. While
there has been , lots of progress t in some
areas there are still some important
.projects and .issues to be finished and
resolved.. Since, the passage of our budget
ordinance, the government has to, by law,
remain within the budget with an annual
2% . increase. Any excess funds are then
divided between our reserve fund and
It has indeed been a pleasure for me
to be your Tribal Council Representative.jf
am proud to be an Indian and represent
Indians. Each one of us Council Members
have our own missions. My mission is
almost impossible; that is carings and
looking out for air of our Tribal Members.
I know that all of you have concerns and
your concerns are mine also.
If we can focus on the positive and
not allow ourselves to be engulfed by the
only two obvious negative aspects, Greed
and hatred, then we will work and live in
harmony.
We will never get things ironed out
that will satisfy all of you but, hopefully,
we will satisfy most of you.
