Chairman’s Report
Neil Goldschmidt, the Governor of Oregon, proclaimed
the week of May 18th - American Indian Week in Oregon. I
was pleased and proud to be able to attend and accept the
signed proclamation. Many Siletz people were in atten­
dance and other Indian and non-Indian people from all
over Oregon. The Chemawa drum and singers, led by
Arlie Neskahi, performed for the group. They did an ex­
cellent job as usual.
Our tribe has enjoyed a very good relationship with the
State of Oregon, nurtured by our involvement with the
Commission on Indian Services, Childrens Services Divi­
sion, Oregon Fish and Wildlife and numerous other state
agencies we have worked with over the past several
years. The Tribe will continue to work with the State on
future endeavors that foster good relationships and
results benefiting both the tribal members and everyone
in Oregon.
This year, for the first time in many years, there will be
a Pow-Wow and encampment at the Oregon State Fair.
Kathy Gorospe at the Commission on Indian Services is
coordinating the plans and I am sure will be successful in
getting all the right people involved in the activities.
Please plan to attend and participate. I am sure
volunteers will be needed.
General Manager’s Report
There has been considerable discussion
and controversy over the hiring
practices since I have been the General
Manager.
The big issue during the
General Council Meeting on May 2, 1987
was hiring and again at the Tribal
Council Meeting in Portland on May 16,
1987 was hiring practices.
The issue
was brought up by the same people I
might a d d .
Since tribal members will read the
minutes published in the Tribal
Newsletter, I feel it only fair that I
have an opportunity to also provide
tribal members with some facts and
figures that indicate Tribal
Administration hiring practices since I
have been the General Manager.

Since I have been the General Manager I
have worked towards the employment of
tribal members.
Please keep in mind
that we contract with the Federal
Government, so must hire employees based
on Federal Equal Opportunity and
Discrimination Laws.
I believe the
figures stated above prove my dedication
to supporting tribal goals in employing
tribal members while observing federal
and tribal law.
I d o n ’t make the rules
or laws.
I am bound by the Tribal
Operations Manual and the Tribal Council
to uphold those rules and laws, and I do
just that.

We have gone through some trying times
these past 6 m o n t h s .in terms of budget
cuts and reductions ($125,600), but I
would like you to know that lnspite of
those cuts and reductions, we have not
layed off one employee.
I know (supported by the above figures)
that at least 34 tribal members are
better off now than before .1 got here.
