New Portland Area Office
My name is Judy John,

Worker. As some of you
might have already heard,
the Tribal Council, at. their
D ecem ber 9th m eeting,
directed that I be transfer­
red from my Program s
Manager position in Siletz, to
the Portland office. I am an
e n ro lle d S iletz tr ib a l
member, 29 years old, and
have one daughter, Holly
who is 3 1/2 yeas old. My
parents are Walter Howell
and D eanna (D ow ney)
Howell of Siletz, and my
g randparents w ere Roy
Downey and Mae (Adams)
Downey. I’ve worked for the
Tribe for several years,
beginning in 1981 as the
CETA Bookkeeper and later
transferring to the Tribal
Council Secretary position.
I’ve been working as the
Programs Manager for the
last 11/2 years.
Also in the reorganization
was the transfer of Allison
Simmons from her position
as Receptionist at the Siletz
C e n tral O ffice, to the
Portland Secretarial posi­
tion. Allison is the daughter
of Frank and Nancy Sim­
mons of Siletz. Many of you
may already know Allison,
as I understand she is
related to a large number of
our Portland tribal member­
ship. This will be a big help
to me, because most of my
relatives live in the Siletz
and Salem areas. Currently,
Allison and I are looking for
an apartment together, hop­
ing to be relocated by
January 5th. I am also look­
ing for good day care for Hol­
ly, so if any of you have some
suggestions, I would ap­
preciate hearing from you.
Joining me and Allison in
the Portland Area Office will
be a Community Health
Nurse. Regulations require
th a t th is person be a
Registered Nurse. We’ve
advertised the position twice
without success, so if any of
you happen to be an RN,
please contact me. We hope
to fill the position very soon.
We will be moving our fur­
niture and equipment into
the office during the week of
January 5th, some remodel­
ing is taking place so this is
tentative. Stop by during the
second week of January and
have a cup of coffee with us.
You might be wondering
why the T ribal Council
decided to relocate Siletz
sta ff. The R eagan Ad­
ministration has proposed
several drastic cuts in In­
dian funding. Some of these
funding reductions will take
place this year, but the ma­
jority of them are scheduled
for implementation in FY
1988. This would have re-
quird a reorganizaiton of
staff by September 1987,
which would have resulted in
a disruption of any new staff.
The Council felt it important
to get the Portland Area of­
fice established as soon as
possible. The best means of
doing that was by transferr­
ing people who are familiar
with tribal programs. Both
Allison and I have some
background in tribal pro­
grams, and hope to get ser­
vices underway as soon as
possible.
Tribal Council elections
are almost upon us. I think it
would be nice if Portland
sponsor a Candidates Fair in
our new office. Ihave invited
candidates to join us in the
Portland Area Office on
January 24th at 7 p.m. This
is the same day as the Salem
Candidates’ Fair which is
scheduled to begin at 2 p.m.
Hopefully, the Salem Fair
will only last 2 or 3 hours. I
had to schedule our Fair on
this day because all the
Saturdays between now and
election day are booked with
other candidates’ fairs or
Council meetings.
