OREGON'S
MANDATORY CHILD
RESTRAINT LAW
Governor Atiyeh signed in
to law an engrossed Senate
Bill #293 req u irin g the
operator of a motor vehicle
to provide a child safety
system (infant/child safety
seat, safety harness and
safety belt) when a child
younger than five years of
age is a passenger in the
vehicle.
Oregon is now one of
thirty-five states, plus the
District of Columbia, having
passed m andatory child
restraint legislation. Several
other state legislatures have
passed sim ilar legislation
which now aw aits their
Governor’s signature.
The new law takes effect
J a n u a r y 1, 1984, w ith
enforcement of the law by
fines starting July 1, 1984.
Violations of the new law will
carry a maximum twenty-
dollar fine. The law among
other things will require
children younger than five
years of age to be placed in
an approved child safety
system while riding in a
motor vehicle. The safety
restraint device has to con
form to specific strength and
performance standards or
dynamic test standards that
the Oregon State Motor Vehi
cle Division determines will
protect a child of forty
pounds or less in a crash.
The child safety system
can be an approved infant
car seat, child car seat, safe
ty belt or safety harness. It
will be up to the discretion of
the vehicle operator to use
th e a p p ro p ria te s a fe ty
restraint device to use based
on the age and size of the
child.
There are exemptions to
this law, they are as follows :
A. Privately owned com
mercial vehicles, as defined
in ORS 481.012.
B. Any vehicle manufac
tured prior to 1966 and not
equipped with safety belts.
C. A resident of another
state that does not have a
prohibition similar to this
one.
D. Any child who is a
passenger in a vehicle if all
seating positions in the vehi
cle are occupied by other
persons.
E. Any child for whom a
certificate of exemption is
issued by the Motor Vehicles
Division. The certificate is a
statement by a physician
giving reasons why the use
of a child safety system,
safety belt or safety harness
by the child would be im
practical or harmful to the
person by reason of physical
condition, medical problem
or body size.
Additional information on
the types of infant/child
restra in t devices recom
mended and what programs
have them for lease or rent is
now being put together by
the Indian Health Service.

the new JOM Coordinator for
the Siletz area. I spent my
first day going over the stu
d e n t file s tr y in g to
familarize myself with the
nam es of all our JOM
students. I am looking for
ward to working with these
students as well as with their
parents.
Our latest additions to the
JOM stu d en t count are
Melissa Adkins, Newport;
Charles Ben, Siletz; Robert
Brandt, Siletz; Paul Brock,
J r ., Lincoln City; Issac
K entta, Logsden; Alissa

Smith, both of Toledo. These
little ones are all eligible for
our pre-school program.
I’ve not yet been able to
personally m eet all our
NEWS
students, but I’m hoping to
do so very soon. I’ve been
told they’re a great bunch of
kids.
Here’s a bit of news about
a few of them. Virgil Brown
of Siletz was elected vice-
president of his 4th grade
class. Willard Metcalf was
named student of the week
(Oct. 17-23). He’s a 3rd
grader here in Siletz. Debbie
Brown, Siletz, was recogniz
ed for h er outstanding
abilities out on the volleyball
court. Congratulations to
each of you!!

BALLOTING
• Tribal members wishing to vote absentee must apply for
an absentee ballot
• Applicants must sign the request for absentee ballot and
return it to the Election Board (This signature will be
compared with outer envelope when returned)
• Tribal voters printed name, and signature, must be the
same as on the official Tribal rolls

• Requests for absentee ballots must be received by the
Election Board in sufficient time for absentee ballots to be
mailed to the voter to complete them, and return them to
the Election Board no late than 4:00 P.M. February 4,
1984.

MEETING

The Siletz Tribal Health Comittee met
Thursday evening, October 6, at the former
BIA Forestry Building across from the post
office at Siletz.
A potluck dinner was held before the
meeting. The meeting was held to plan for the
Health F air that will be held at the Communi
ty Tribal Center on Government Hill,
November 18,1983 from 9:00 a.m. to 1:00 p.m.
(Friday).
Volunteer help is still needed, please call
the Central Office 444-2532.
A basic health screening program will be
offered. This includes height and weight,
blood pressure, anem ia, visual acuity,
diabetes and others. All these tests are free.
For the diabetes test: anyone having diabetes
will not be tested.
