The Confederated Tribes of Siletz Indians has been selected to sumit a final
application for a H.U.D. Community Development Block Grant Funds.
We are eligible for a total amount of two-hundred fifty thousand dollars in
1981. This application must be submitted to H.U.D. by May 31st.
We are now proposing that the grant be used, towards construction of a basic
tribal building structure on Government Hill. The tribe will be responsible
for providing utilities to serve the building (sewer, water, roads and etc.)
Including: A large multi purpose room, kitchen, bathrooms, small office and
class rooms.
This represents a change from the original application in which we proposed to
build a tribal office building.
The Tribal Council will review the HUD full application 1st draft May 14th.
A special Newsletter edition of the development of Government Hill will be
issued after the full application to HUD has been submitted.
Also special hearings will be held to discuss present and future development
of Government Hill. Those meetings times and places will be in the special
Newsletter edition.

Kenneth, L. Smith, was nominated earlier this year by President Reagan to be the
Department of Interior’s Assistant Secretary for Indian Affairs. Smith who has
been General Manager of the Confederated Tribes ,'of Warm Springs since 1971
sailed through his senate confirmation hearing Tuesday, April 28. The swearing
in ceremony is anticipated in about"iO days.
As Assistant Secretary, Smith, 45 ,wilif;over see an agency concerned with nearly
500 federally recognized Indian tribes^listing some 714,000 members. During his
tenure at Warm Springs, he has been centrally involved.in developing one of the
most successful,Indian Reservations in the nation.

As many of you have noticed'we have gone to bulk rate postage. Because we will-
be mailing Our Newsletter on a regular monthly bases and the -Reservhti-on News
periodically we needed to find-a more economicatjmeans of mailing.
This rate of postage cannot be forwarded, it is delivered to the address on the
Newsletter only. Therefore once the Newsletter is returned to us we automaticaly
remove you from the mailing list and assume the address we have is no longer
correct. At this time we have " 8 1 " names on our "Missing Moccasins’’ list. If s
you see your relatives name on the list please tell them or if you know their

I have received many good name suggestions for Our Newsletter. There is still
time to send in your suggestions, we are going to try to have the Newsletter

In the April 1981 issue of the Newsletter I made a typing error and wan't to
correct it now. Sherri Donaldson has taken the position o f secretary at the
Salem Area Office. I neglected to print the office in which she is employed.
