< SILETZ HOME IMPROVEMENT POLICY (cont.) H. Emergency Allocations: 1. 2. 3. Funds available - $3,000 Eligible projects - These funds shall be used to provide emergency repairs for tribal members' homes. The maximum allocation for such repairs shall- be $500. Criteria - Applications for emergency assistance shall be sent to the Agency Superintendent. Such applications shall specify the nature of the emergency and explain why the applicant is unable to finance the needed repairs. If the Agency Superintendent finds that an extreme emergency exists (s)he may authorize a grant of up to $500 to provide for needed repairs. * I. Administrative Costs: 1. 2. 3. 4. J. Funds available - $2,000 Eligible projects - These funds shall be used to provide inspections to dwelling units to determine if those units are category "a" or category "b" houses. They also may be used, to verify the accuracy of bids sub mitted for repairs. Criteria - These funds shall only be utilized to finance inspection of a house when Area Office staff cannot determine if a dwelling unit should be treated as a category "a" or category "b" structure or question the accuracy of bids submitted for repairs to a dwelling unit and no other resources/source of funds is available to finance that inspection. The Housing Review Committee shall authorize expenditure of these funds. t * Special Conditions: 1. 2. An applicant may choose to contract with a private construction company, do his own construction or have the work done by training groups; how- ever, the method of construction shall be chosen prior to work commenc ing and the results shall be economical and of high quality. Except in exceptional cases, advances on contracts will be limited to purchase of start-up materials. Final, full payment will be made only after program participant and Area Office staff are satisfied that agreed upon work has been completed in category "a" allocations or that the dwelling unit complies with health and safety standards in category "b" allocations. K. * Conflict of Interest: When the tribal official or employee recommending grant receives a grant application from one of the following: husband, wife, grandmother, grandfather, mother, father, stepmother, stepfather, stepchild, child, sister, brother, stepsister, or stepbrother it will be considered a case of "conflict of interest" and that administrator will not be involved in processing the applications. It will be processed by the other members of the Housing Review Committee. ? Because the Veterans Administration intends to terminate World War II veterans' home loan benefits program on January 31, 1980, priority will be given to Category C Applications submitted by World War II veterans who are eligible for the present V.A. program and who also will meet the Category C criteria outlined in this policy by January 31, 1980. - f w THE DEADLINE FOR SUBMITTING ALL APPLICATIONS - CATEGORY a, b, and c - WILL BE MARCH 1, 1980.
