Measure Election
Columbia County
Notice is hereby given that on
Tuesday, February 17, 1981 an
election will be held in Columbia
County, Oregon. The polls will be
open from 8 am to 8 pm. The
following question shall be submitted
to the qualified voters thereof:
SERIAL
LEVY
FOR
OPERATIONS AND CAPITAL
CONSTRUCTION FOR COUNTY
ROADS.
Shall Columbia
County
be
authorized a 3-year Serial Levy of
$3,000,000, to maintain and construct
Capital improvements for roads?
The levy is necessary for the
maintenance and up-grading of
existing county roads for the next
three years. A maximum of $4,000 in
three road districts will be used to
construct
equipment
storage
buildings and $4,000 will be allocated
to install a state required exhaust
system in the St. Helens-Scappoose
Road District. These will be one time
costs.
The cost of the levy will not exceed
95 cents per $1000 valuation over a
three-year period, and if approved
this levy will be totally financed by
local tax payers.

Robert William Riley, Sr.

Private services for Robert William
Riley, 69, resident of the Portland
area for the past thirty years will be
held Thursday, January 15, at the
Portland Memorial Mausoleum. Mr.
Riley died Sunday, January 11, 1981
following cm extended illness at his
home, 4320 SE 88th in Portland.
Funeral arrangements were entrusted
to the Fuiten Mortuary Chapel in
Forest Grove.
Robert William Riley, Sr., was born
March 4, 1911 at Dilley, Oregon
south of Forest Grove. The family
moved to Forest Grove where he
started school, shortly after his birth.
The family then moved to Willamina,
Or. His mother died in 1921 and he
moved to Vernonia to live with his
sister and finished school there. He
worked in the logging camps
throughout the Northwest. He was
united in marriage July 2, 1934, in
Kelso, Wa. to Esther Mae Holt. The
family moved to their present home in
Portland in 1950. He worked for a
sawmill in the Portland area until he
retired in 1973. Mr. Riley was an avid
CB’er, a lot of his friends may know
him only by his handle “IRISH”. His
wife preceded him in death in 1976.
Mr. Riley is survived by one son,
Robert William Riley, Jr., of PortlEind
and four sisters, Faye Davis,
Vernonia, Or.; Violet Blackwell and
Hazel Blackwell both of Willamina,
Or. and Leora Henderson of Portland.
Four grandchildren, Edi of Portlsmd,
also survive.
Funeral services for Cecil Huff, 71,
longtime resident of the Vernonia
area, were held Monday January 19
at 10:30 am at the Fuiten Mortuary
Chapel in Vernonia. The Rev. Russell
Vinyard, pastor of the Vernonia
Christian Church, officiated at the
services with concluding rites and
interment following at the Vernonia
Memorial Cemetery.
Mr. Huff died at the Tuality
Community HospitEd in Hillsboro on
Friday, January 16, following an
illness of the past five months Eifter
suffering his first stroke in
September 1980.
Mr. Huff was bom JEmuary 8,1910
in Winchester, Idaho, the son of the
late Chester and Hazel Hendrix Huff.
He spent his esu*ly life in Idaho and
then for the past 41 years he had
made his home in the Vernonia
community, living on a farm on
Timber route. During his years in the
Vernonia area Mr. Huff had been
active in many areas that included his
serving as president of the Oregon
Fryer Commission.
His wife, the late Florenz Huff,
whom he married at Stevenson,
Washington on March 30, 1959,
preceded him in death here March 20,
1979.
Surviving are two children, Larry
Huff, Pinehurst, Idaho smd Mrs.
Clifford (LaVonne) Yount, Redmond,
Washington; a sister, Hazel Neeley,
Clear Lake Park, CEdifomia; seven
grandchildren and eight great
grandchildren.
Graveside services for Robert W.
Sword, 82, lifetime resident of the
Vernonia Community a were held
Saturday, January 17, at 3 pm at
Vernonia Memorial Cemetery. The
Rev. Russell Vinyard, pastor of the
Vernonia Christian Church officiated.
Funeral arrangements were entrusted
to the Fuiten Mortuary Chapel in
Vernonia.

Robert W. Sword was bom,
JanuEuy 5,1899, on the home ranch in
Vernonia, the son of Alexander and
Hermine Wockney Sword. He grew
up on the ranch and . received his
schooling in the Vernonia schools.
After school he worked the ranch
until 1920 at which time he went to
California and worked in the oil fields.
He returned to Vernonia in 1922 and
went to work for Columbia Co. as a
heavy machinery operator, operating
road graders. He later worked for the
Oregon American Lumber Co. until
its closure in 1957, then going to
Bend, Oregon and driving a truck
until his retirement at the age of 62.
He was one of the pioneers in the
green thumb community cleaning
crews. Mr. Sword’s favorite hobby
was target shooting.
Mr. Sword was united in marriage
Sept. 1925 in Vernonia, Or. to Alice
Enysirt. She preceded him in death in
1976. Mr. Sword died Wednesday,
January 14, in Hillsboro following an
extended illness. He is survived by
three children, Mrs. Paul (Roberta)
Dyer, Bend, Oregon; Mrs. Charles
(Carol) Hedricks, Hillsboro, and
Alexander F. (Bill) Sword of
: Vernonia.
Ten grandchildren and five
great-grandchildren survive as does
one sister, Christine CEdlendine of
Central Point, Oregon.
The family suggest memorisd
contributions to the American Cancer
Society.
