Also final word was received from the
State that it was unlikely they would ever
approve of a signal light in front of the
Fire Station unless the traffic volume
were to change significantly.
The Planning Commission submited the
application of Jamela Evans as secretary
to the Commission, which the commission
later approved.
A letter was received from Jack Odam’s
lawyer stating he may be willing to
begin negotiations on his property. (Thè
property concerned is adjacent to the City
Dump and may be purchased to enlarge
the disposal site.)
A letter was received from City
Attorney Coon stating that his research
found that there were no deed restrictions
to any of the property at the City Hall
location and that the alleyway was
platted in the original City platt.
The Amendment on Mobile home uses
was returned from the Planning
Commission where it had been sent for
approval. The Planning Commission
stating they did not understand the
Councils desires. There was discussion of
who should do the official w ord in g apd it
was • decided that Attorney Coon would
assist the City Recorder to put it together
correctly then forward it to the Planning
Commission.
A letter that Attorney Coon had
received was presented that gave
stipulations for receiving State revenue
sharing money. Essentially saying that
the City must have a hearing on the use of
such money and that it must pass an
ordinance requesting the money. There
was consenses among the Council that the
Budget Hearing constituted a hearing on
the revenue hearing money that was in
the budget and there was no comment
from the audience on the matter.
Under old business the Parking
ordinance was read for the third time and
adopted. It will take effect in 30 days
(April 18, unofficial) and bars any parking
on the East side of the alley between Bill
horns and City Hall.
The ordinance to sell city property to
Walter A. Groche was read for the. third
time and adopted unanimously.
Councilman Balia moved to adopt the
1976 State o f Oregon Uniform Building
Code. John lentz, building inspector* said
the only change from the present usage
would be a lower permit fee scale; The
1976 Code was adopted unanimously. -
Under new business three applications
were recieved from Mrs. Jack Price for
water hook-ups. The three applications
were in fact three different approaches to
the application for one hook-up. " Mrs.
Price stated she was advised by her
lawyer to proceed in this manner. Council
determined it was a matter for the City
Attorney and City Recorder to pursue.
Councilman Adams asked if various
business operations going on in town,
such as the group doing the roofin g on
Sam ’s Grocery, had city business
licenses. Police Chief McLoughlin stated
these had been checked.
After some discussion Councilman
Balia moved and it was approved to allow
the city library to tentatively join a Tri-
County Library Service, which was
seeking a large amount of grant money.
Joining such would be no cost to
Vernonia.
Valerie Price then came forward and
asked the City Council to make a
statement of opinion concerning the
incident between Don Webb and other
individuals with him during a fire
inspection at the Joy Theater, and her
husband Jack Price, owner of the Theater.
Mrs. Price stated that the Fire chief and
another individual and a city police officer
came into the Theater Friday night
during the movie and asked to inspect the
rear exit door. Then proceeded to go
through the theater shining lights about
ect. Mr. Price, who was in the balcony
watching the show, then came down and
met the inspection team and a minor
altercation of some sort occured at that
time apparently.
Fire Cheif Don Webb was present, and
stated that he had received a call earlier in
the week that the rear exit was barred and
illegal and unsafe, thus he was required to
inspect it but that he must inspect it only
when the theater was in operation. Mr.
Webb stated that they did not shine their
lights in the theater only when they
arrived at the exit area.
Mrs. Price had also said the inspection
group came back on Saturday night with
a state policeman.
Councilwoman Tomlin asked Mr. Webb
why they had went back on Saturday
night, and he stated they needed to check
other exits. To which Mayor Fisher (a'
former owner of the building) said the
only other exits were the front doors.
The council moved for further
investigation of the affair.
There was discussion with Police Chief
Gordon McLoughlin as to the purch a sin g
of a used car from the State Police as the
other two present cars were purchased.
One of the present cars being inoperable.
After much discussion it was decided to;
have Chief McLoughlin go to Salem with
a $2000 limit to purchase a car if a good
buy could be found. Chief McLoughlin
stated he would take Roy Sanders with
him to assist in such selection.
