5. Staff fired if They Talked to Anyone About STEDCO.
No evidence that this was the policy of that it was
stated by top management. No one interviewed con
firmed the statement. [Sentence deleted.]
6. Conflict of Interest Involving Commissioners?
The Committee felt that some Commissioners
could be in violation of the STEDCO Charter, Article
VII, Section 1, based on the way the section is written.

lists in the Eugene area. None of the travel trips were to
customeres on the customer lists. The 15 travel trips are
questionable due to the high number of trips with no
sales results. One questionable trip to Eugene was to
deliver a package to UPS for delivery to Timberline
Lodge.
11. Embezzlement—Missing F ish-sold Personally?
No evidence to support the rumor.
7. Unauthorized Fish Given to Elders?
STEDCO Staff authorized the donation. We were
told that everyone in STEDCO knew of the fish given to
the Elders. Elouise Case, Elders Coordinator, was on
vacation and not available for interview.
12. Tom Staggs Gave/Sold Fish to Pizza Places.
Tom provided samples to create future sales.
8. Royce Mean to His Staff-A fraid of Him?
Royce was a good supervisor up until September/
October. [Sentence deleted]. No-one we interviewed
that worked for Royce was afraid of him.
14. Threats to STEDCO.
Threats were made towards STEDCO but not from
any current of former staff. [Two sentences deleted.]
9. Drinking/Drugs in Evergreen Plant?
Drinking there this summer. Staff were repri
manded. No drugs/alcohol allowed. Signs posted. Had
a problem with sellers, they were also told. There is a
problem with people parking and drinking in STEDCO
parking lot after hours. (Not STEDCO staff).
10. Tom Staggs—Unauthorized Travel—Springfield/Eu-
gene.
The travel was authorized by Ted Werth. There
were 15 travel trips to Springfield, Eugene. A compari
son was made with travel documents with the customer

Tom stated he carries a gun.
15. Banking Procedures?
Better interest rates may be possible in Siletz,
however, Yaquina Bay Bank does provide a good and
important investment service for STEDCO.
16. Profit or Loss in STEDCO Enterprises?
Timber Marketing $648,965 Profit. Salmon En
terprise (7 mos.) $66,569 Loss. Evergreen Enterprise (7
mos.) $28,032 Loss. LeBeaux $7,000 Loss. M & M
