In Ju ly o f 1 940, a com m ittee from the W illam ina com m ercial club met with the city council to discuss the p o ssib ility of organ izing a fire de partm ent for com m unity protection. It w ould take, they estim a ted , about $1500 or $2 0 0 0 to finan ce the n eed ed equipm ent. The city had budgeted but $200 for th e fire departm ent. Not ea sily discouraged, a group of interested citizen s in clu d ing Newby, ( He and Martin Myers are the only ones of th e charter m em bers still with the d ep artm ent) kept up the ag ita tio n for the project and on Ju ly 25, the W illam ina F ire D epartm ent was organized with the aid of Frank Sm elser, city councilm an and George Linton, m arshal. Newby w as elected secretary-treasurer. D rills w ere im m ediately inaugurated w ith th e lim ited equipm ent at hand which con sisted of a hose cart w ith 350 feet o f h ose and one nozzle. The n ew ly organized d epartm ent staged a b en efit dance w hich netted them over $500 and an oth er $500 was donated by the P acific Plyw ood C orporation— now A ssociated Ply wood M ills Inc.— to r the purchase of ad dition al equipm ent in clu d in g su it able clo th in g for p rotection a g a in st the w eather. In the m eantim e, the city cou n cil had considered the m at ter and voted to purchase a fire truck at a cost o f $3 600. On Sept. 24, the new Ford fire truck, b uilt oy H ow ard-Cooper o f P ortland, arrived and after having been tested by the Ore gon Insurance ratin g Bureau w as ac cepted by the cou n cil. W ith th is help from th e city, the fire d epartm ent, u sing th eir own m oney bought a good deal of equip m ent in clu d in g a p ortable lig h t plant co stin g about $ 5 5 0 and w ith a 1500 w att output. T h is en ab les the fire men to see their way about after a n ight fire is stopped, thu s elim in a t ing accid en ts and m aking it easier to pick up their equipm ent. The need for an am bu lance in the com m unity w as seen by the ever- v ig ila n t fire dep artm ent m em bers who noted th a t accid en ts are by no m eans rare in a com m un ity where loggin g and lum bering are im portant in du stries and w aits o f several hours som etim es occurred before the in ju r ed could be reached by am bulance from other com m un ities.
