The real crisis in the lease-lend
legislation found a well-defined pub
lic response to the antagonistic ef
forts of th e isolationists and the non
interventionists.
The result?
The adm inistration
called big guns to the support of
the m easure, and predicted its
passage during the week beginning
M arch 3 The schedule called for
unlim ited debate in house and sen
ate, but there w ere m any indica
tions that this lim itation would bring
forth trem endous opposition in Re
publican floor circles and in sen ate
com m ittees as well.
G enerally speaking, the public a t
titude, as disclosed in num bers of
polls of sentim ent conducted by
new spapers throughout the country,
seem ed to be th a t the all-out aid
to Britain principle w as favorably
received.
The public, on the other hand,
seem ed to feel th a t there w as at
least a reasonable doubt w hether
the P resid en t should be given as
m uch and as d rastic pow er as the
original lease-lend d ra ft indicated.
This w as reflected even in the
sponsorship of the m easure, because
R epresentative Bloom (N. Y.) who
w as chairm an of the house foreign
relations com m ittee, scarcely put up
any opposition ag a in st th ree or four
m a jo r am endm ents, lim iting the
tim e for which the presidential pow
e rs would be granted, declaring in
principle against convoys and other
item s in which the opposition found
fault with the bill.
This showed the adm inistration
forces to be in the unusual position
of fostering legislation of which they
do not approve them selves, at least
in part.
