LET'S THINK ABOUT HARBOR . . .
We call our paper the Brookings-I larbor Pilot.
W e do that because we feel that we serve the I larbor
area in news coverage and circulation as well as we do
Brookings.
We haven’t been stingy with our criticisms of
various activities connected with city government, or
other activities in Brookings proper.
On the other hand, we haven’t been spouting
off too much about I larbor, editorially. Let us end
the drought.
W ith the rapid growth of the Harbor area
paralleling the growth of Brookings, the time lies come
for Harbor people to do some serious thinking about
what lies ahead.
Where is Harbor? One native tells me that
Harbor is from the Chetco to the State Line. We don’t
know precisely, but a person could safely guess that
nearly 2,000 people live in the area from the Chetco
to the state line. These people have problems, and
those prohlms are going to he multiplied by a contin
uous home building program in the hills, and in the
acres and acres of flat ocean frontage.
The families in I larbor don’t have police pro­
tection, except what a county deputy can provide. 1 hey
have a limited amount of fire protection, because of
the recent forming of the Fire Protection District.
They have no water, no sewers, and no roads other
than privately built ones, and those that the county
keeps up.
Certainly, few are complaining about the lack
o f these facilities because the tax rate is lower. How
'ever, a time is coming, as in thousands and thousands
of fringe areas all over the country, the people will
want improvements. Well water may Become scarce,
o r perhaps as now’, septic tanks may reach the saturation
point and sewers will he required. Perhaps a fire might
cause the area to think about more fire equipment of
their own. A serious crime could stir a demand for
police protection.
Any, or a number of these things could happen.
If the area keeps growing, something will have to
be done.
Our arguement to day is simply to point out
that the time has come for some long range planning
on the part of Harbor residents.
There are a few obvious solutions that those
concerned with the planning will find, They may find
it to their advantage to let improvements ride until the
area increases to a certain point. They may find that
certain districts could I k * set up to implement the var­
ious improvements.
Naturally, two other solutions come up, each
of which would have to I k given a great deal of
thought. Harbor could incorporate and have their ow n
community, or Harbor could join forces with the City
of Brookings for the mutual benefit of both.
We won’t advtxate anything at this time until
more thinking has I kcu done. We do say, however,
that it is time that some thought lx- given to the subject.
