We're Sorry To See Arp Resignation
We were sorry, indeed, to see O. D. Arp turn in his
resignation at the council m eeting Tuesday night. He is going
to be a tough man to replace.
It is an unhappy job to fill, because it happens to lx*
one of those positions w here you can always m ake enemies,
but it is hard to m ake friends. We think, however, th a t A rp
m ade a lot of friends during his service to Brookings, and w e’re
glad to list ourself in th a t category.
Take his work on the zoning commission, and the p lan­
ing board for example. He did a lot of work in laying out the
city's zoning plat, not out of m eanness, but in a sincere effort
to help Brookings w eather the storm s th at a growing com ­
m unity has. He laid out the city so th a t in the distant fu tu re
industrial areas, business areas, and residential areas will be
w here they should, instead of being a hodgepodge, like in some
cities we know.
N aturally, this is going to m ake somebody mad. People
who want to build are concerned only with the present, and
think of the fu tu re only abstractly. A rp had too, the usually
unpleasant task of having the whole town as his boss, as does
anybody working for the city.
Mainly, his biggest headche lay in th e fact th a t Brookings
was new and is new. The problem of taking a settlem ent, and
tu rning into a beautiful, livable city, a re n ’t easy one. We feel
th a t Ari> did more than his share in doing just that, and a t the
risk of repeating ourselves we w ant to say th at he is going to
l>c a hard man to replace.

Of late, the separation of legi­
tim ate mail from the propogand i
sent out by insurance companies,
loan agencies, and m agazine sub­
scription m anagers adds a further
thrill of challenge. One gets a
certain amount of satisfaction
from discarding the trash into the
waste basket w ithout even open­
ing the envelope.
And so this week, I would like“
to give com m endation to the mail
carrier. Even though his daily con­
tribution may include its share
of “please rem its”, he is still my
favorite person.
