AS T H E T IM E comes closer to he reaization o f w a te r trans*
p o rta tio n in the B ro o kin g s-H a rb o r area, there is one phase of
th is development w hich should not be delayed, the fo rm a tio n of
a P ort D is tric t. T his is secondary in im|>ortance only to the
a c tu a l approval and construction o f the h a rbor itself.
N o rm a lly the p reparato ry w o rk now being done by the C ham ­
ber o f Commerce such as g a th e rin g sta tistics, preparing briefs,
m eetings and correspondence vA'ith interested parties and num er­
ous o th e r details are a p art of the fu n ctio n o f the officers and
d ire c to rs of the P ort Commission. The point I wish to m ake is
th a t at present we are in a sense “ p u ttin g the ca rt before the
horse” by not firs t fo rm in g the P ort D is tric t-a n d then s ta rtin g
the groundw ork, w ith properly appointed officials and an in co r­
porated d is tric t.
F o rm in g a P ort D is tric t is not an overnight job. F irs t the
physical boundaries must be established in accordance w ith law.
A d d ly constituted election m ust t>e held by the registered voters
w ith in th a t boundary to determ ine th e ir w illingness to form a
P o rt D is tric t. Then the G overnor o f the S tate of Oregon shall
apiM,int five commissioners from among the legal residents of
th a t d is tric t to j>erform such duties as necessary to p roperly
operate the corporation.
These five appointed com m issioners
are to the P ort D is tric t w hat o u r councilm en are to the C ity of
Brookings, and th e ir a c tiv itie s are controlled by Federal and
and State laws.
