b ill are not dead but can be voted
upon again, and p ro b a b ly fa v o r­
ably, i f the a d m in is tra tio n lead­

b ro u g h t to the flo o r w ith o u t any
tric k s in it and under no rm a l pro-
cedure; secondly, votes against
the b ill w ere not against the ba-
sic p a rts o f the b ill but w ere in
oppostion to e nacting a sm all so-

o f the b ill and w hich did not be­
