expansion is not that simple.
Almost all of our exchanges are operating to
*full capacity, and to add more telephone subscribers
to our system we must expand our entire plant. In
many cases we must enlarge or build new buildings.

cables and many other types of complex telephone
equipment.
Increased material costs, increased wage rates,
the necessity to greatly enlarge our plant facilities
and the higher operating costs of an expanded system

New telephones and the capital to provide them
must come from the investing public, and our earn­
ings must be enough to make this investment possible.
T h e increases we are requesting are, however, far
below the price raises on groceries, clothing and most
