W. Hogg, of Salem; W. A. Spang­
ler of Klamath Falls and Richard
W. Reed of Eugene.
Hogg, who will serve as chair­
man, will succeed Dr. Orval
Eaton of Astoria, with term ex-1
piring Jan. 1, 1950. Attorney gen­
eral George Neuner had given
the governor an opinion on Eat­
on’s position, finding that as Eat-
ton is mayor of Astoria he can­
not hold two lucrative offices.
Spangler will succeed to the term
of Harry D. Bovin, of Klamath
Falls, who resigned during Gov.
Hall’s administration. Spangler’s
(erm expires Jan. 1, 1952. Reed
will succeed Admiral Thos. L.
Gatch, Portland, who declined
Gov. McKay’s offer of re-tippoint-
ment. Hogg is a partner in Hogg
Brothers, furniture and appli­
ance stores in Oregon City and
Salem and is an active leader in
many civic activities. Reed is a
former U of O football star and
is Willamette valley representa­
tive for a national insurance
company. Spangler is engaged in
the lumber business.
Other appointments made this
week were:
George Aiken, George Neuner,
Victor P. Morris, Charles Strick­
land and George Flagg as mem­
bers of the governor’s committee
on interstate co-operation.
Frank Vincent, Portland, re­
appointed as member of the state
wage and hour commission.
Dr. O. C. Hagmeier of Seaside
and Dr. Chas. E. Hunt of Eugene
re-appointed anti Dr. Thos. E.
Griffith of The Dalles appointed
as member of the State Board of
Health. The appointments have
been presented to the state sen­
ate for approval.
LEGISLATIVE PACE
The tempo of thè Oregon leg-
islature is just right.
Not too fast nor too slow. Tim­
ing is important. It can make or
break a session, and nobody will
know what happened. The great­
est dangers are rushing and bolt­
ing. We Kave seen it happen too
often not to be apprehensive.
Although it was the longest on
record, the 1947 session was not
quite long enough. There were 12
bills passed in the spastic last
hours that were faulty and cost
taxpayers plenty. Hurry-up meth­
ods in lawmaking always defeat
three of the essentials of the proc­
ess of good legislation, a fer­
menting period, a cooling-off per­
iod and deliberation.
There is one point on which this
legislature has, from the start,
been of one mind. That is not to
monkey with new taxes. They
realize that the state’s financial
problems are locked in a laby­
rinth of tax laws and that it will
be difficult to fashion a key that
will not open new floors of the
tax structure.
The past ten days of severe
