as a FIRST STEP toward even more meaningful pesticide reform.
2) Advance the cause of organic agriculture in Oregon by establishing
creative economic incentives to support it, funded by special taxes on pesti-
cides in recognition of the hidden costs to Oregon taxpayers and Mother
Nature of Pesticides and other toxic chemicals long-term.
