The questions of rent controls has been rais­
ed time and time again and has been in the
news again lately When and why was it
started'’
The concept of regulating rents had its roots
in Europe and spread to the United Slates
m
States dur
mg World War I The general population con­
sidered it only a wartime measure to shield
the families of departed servicemen and in­
dustrial workers from the economic hardships
of city life Rent controls were reinstituted dur
ing World War II and supervised by the federal
government After the war. measures were
terminated However, some states enacted
their own rent control enabling legislation Un­
til the early 1970 s. the only state that main
tamed rent control was New York Today, in­
flation. as well as other economic and social
pressures, have again drawn public attention
lo the rent control issue Who really benefits
from rent controls?
On balance, no one in a community is helped
by rent controls, including the poor and elder­
ly When landlords are prevented from chare
ing rents that reflect rising costs, tenants suf
fer because many owners are forced to reduce
expenditures for repairs and maintenance
Buildings may become run down and decline
in value, leading to neighborhood deterioration
and urban decay
In addition, rent controls can create rental
housing shortage lenders are reluctant to
loan monev to build properties in areas where
rent controls exist because of the increased
risk Apartment building investors may take
their money elsewhere because they know rent
controls will not allow them to charge the rent
they need lo bring them a reasonable return on
their investment Often, new developers are
discouraged from planning new apartment
complexes for fear their newly-constructed
buildings will be included in rent control
legislation
Single family homeowners can become vic­
tims in communities where rent controls exist
According to a recent study, rent controls can
increase property taxes on privately -owned
homes and contribute to reduced municipal
services The study showed that apartment
buildings deteriorate in areas where rent con­
trols are in effect because landlords can't raise
rents to keep up with maintenance and repair
costs The buildings are then de valued by tax
BBBBBBors which creates a tax deficit in the
community The deficit must be made up
through higher property taxes on single family
homes or the community has no choice but to
cut municipal budgets for public services The
eventual effect is a gradual shift in the tax
base to the single-family homeowner
In the long run. everyone is hurt by rent con­
trols This includes tenants, apartment
owners, single family homeowners and all
other residents in a communitv where rent
controls are in effect Wherever rent control
programs have been initiated, communities
nave suffered from economic stagnation and
declines in apartment and home development
in the private sector
