Clerk hopeful campaigns
on departm ent’s record
Clackamas County Records and Elec
tions Supervisor John Kauffman is
campaigning for the job of his retiring
boss as county clerk, citing his seven
years dep artm en t experience as
qualification
To succeed George Poppen as county
clerk, however, the Canby Democrat
May 18 must outpoll the clerk s son
Douglas Poppen and former county
assessor Juanita O rr in a field of eight
hopefuls

development of a computerized elec­
tions management system and im ­
plemented satellite county locations for
registration
He advocates county voting by mail

‘W e ll probably do something like
that in August," he said "We have
things to work out administratively It
takes a lot of space, so we need a large
room we can secure."
The vote-by-mail experiment here

drance. Kauffman admits, could be the
tight-fisted economy.
“ "The way the economy is now," he
said, "people are going to worry about
cost.”

The per-voter cost of such a trial ac­
tually could be lower, too, with higher
voting rate by mail Kauffman an­
ticipates.
" I ’ll be raising this with the budget
committee this spring," Kauffman
said, "and I'm sure they'll have a voice
in the matter "
The county Records and Elections
supervisor said his present role would
provide good experience for the new
role of a county clerk, since the office
will streamline soon around his func­
tions.
With the state’s assumption of circuit
and district court operation, supervi­
sion of records and elections would be
main responsibilities of the county

sibilities however, including board of
equalization, m arriage license is­
suance. recording of notary seals and li­
quor licenses
Kauffman said the clerk’s office will
require one more entry level position to
handle the increased load, bringing
staff complement from 13 to 14
Voting by mail, Kauffman said, poses
new probems for candidates and local
levy proponents who would have to
educate an anticipated larger poll of
voters
“ It may come down to individual
districts working harder to educate
voters and getting them to vote "Yes "
Kauffman said voting by mail is
readily available now to any county
voter who claims difficulty getting to an
assigned precinct.
A request letter to his elections office
should include name, resident address,
mailing address, party and reason for
absentee oallot request
Reasons may include inconvenient
precinct location, absence from area or
other worthy excuses for absentee
voting
"We do not sit in judgment," Kauff­
man said. "We can set it up so they
vote by absentee ballot every election.”
He added that voters requesting
absentee ballots must sign for
themselves, however Spouses can't
sign such requests.

alarm system directly con­
necting the new building
and the lodge with the San­
dy Fire Department has
been installed
The new building con­
sists of 24 rooms with dou­
ble occupancy, spearate
restrooms with showers,
laundry facility, storeroom
and small kitchenette and a
large recreation room.
The entire building will
be furnished with a dona­
tion from Rollin and Jane
Killoran, of Beaverton. The
